1 · Context
| India imports most of the Uranium needed to run its nuclear power plants. However, we naturally possess some of the world’s largest reserves of a different element: Thorium. Recently, eminent nuclear scientist Anil Kakodkar suggested a bold new idea: instead of waiting decades to use Thorium, India should start mixing it into our existing nuclear reactors (PHWRs) right now. Fast-tracking Thorium will help India become completely independent in energy production over the next 20 years, freeing us from relying on foreign countries for nuclear fuel. |
2 · India’s Three-Stage Nuclear Plan

Stage 1: Using Natural Uranium
We currently use natural Uranium to run our Pressurised Heavy Water Reactors (PHWRs). The leftover waste from this process creates a byproduct called Plutonium. |

Stage 2: The Fast Breeder Reactors
In Stage 2, we use that Plutonium mixed with raw Thorium. Inside these special reactors, the Thorium magically “breeds” or converts into a new fuel: Uranium-233 (U-233). |

Stage 3: The Thorium Goal
Finally, future advanced reactors will run entirely on this U-233. This creates a self-sustaining cycle that can power India for hundreds of years. |

The New Proposal
Instead of waiting for Stage 3, scientists suggest mixing Thorium directly into our current Stage 1 reactors right now to speed up the process. |
3 · Key Nuclear Concepts

Thorium-232
Fertile, Not Fissile
Raw Thorium cannot split to create energy on its own. It is “fertile” and must be placed inside a reactor to convert into usable fuel (Uranium-233).

India’s Workhorse
Pressurised Heavy Water Reactors. These are indigenous (made in India) reactors that currently generate most of our nuclear electricity.

India’s first Fast Breeder Reactor located in Tamil Nadu. In 2026, it finally attained “criticality,” officially launching India into Stage 2 of the nuclear plan.
