The Assam Chief Minister chaired a review meeting with District Commissioners at Lok Sewa Bhavan, Guwahati, to assess preparations for Khel Maharan 3.0, the implementation of Mission Basundhara 4.0, and land-related issues affecting industrial development.

About Khel Maharan 3.0

Khel Maharan is a state-led sports initiative spearheaded by the Assam government to encourage mass participation in sports, identify local talent and strengthen the grassroots sports ecosystem.

  • The competitions will begin at the Gaon Panchayat level on November 7, with district-level participation and state-level competitions in Guwahati.
  • The third edition will introduce a children’s sports festival for children below 12 years, helping identify promising athletes for specialised training and monthly stipends.
  • More than 9,800 athletes are expected to participate in the state-level competitions.

The initiative can promote physical fitness, social inclusion, youth engagement and a stronger talent pipeline for competitive sports.

About Mission Basundhara 4.0

Mission Basundhara, spearheaded by Assam’s Revenue and Disaster Management Department, aims to simplify land-related services and improve access to land records and settlement processes.

  • The government has directed officials to address eligible cases left unresolved or excluded in earlier phases and complete district-level consultations promptly.
  • The review also covered land patta distribution to tea garden residents, an important issue concerning land rights and livelihood security.

Effective implementation can improve transparency, reduce administrative delays and strengthen citizens’ access to land-related services.

About Industrial Land Bank for Investment

  • The Chief Minister directed District Commissioners to identify suitable government land, including unused land and land that can lawfully be reclaimed, for a proposed industrial land bank.
  • The objective is to make land available for future industrial projects, accelerate investment and support employment generation.

Exam Hook – Key Takeaway: Assam is linking grassroots sports development, accessible land administration and industrial land planning with broader goals of inclusive growth and economic development.

One-line Wrap: Khel Maharan 3.0 seeks to develop sporting talent, while Mission Basundhara 4.0 and industrial land planning aim to improve land governance and investment readiness.
