1 · What is the news?

On July 1, 2026, the government officially replaced the 20-year-old MGNREGA with a new rural employment scheme called VB-GRAM G (Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission). This new law is meant to be a huge upgrade—offering 125 days of work instead of 100.

However, data from its very first month showed something alarming: the amount of work generated dropped by nearly 50%. In July 2025, the scheme created 15.33 crore ‘person-days’ (days of work). But in July 2026, it only created 7.67 crore.

2 · Why Did the Numbers Fall So Sharply?

Step 1: The ‘No-Work’ Farm Rule The new law allows states to pause the scheme for 60 days during busy farming seasons. This was done so farmers could easily find labourers for sowing crops, causing a drop in scheme jobs.
Step 2: Cleaning the Data (e-KYC) To get the new ‘Gramin Rozgar’ cards, strict fingerprint and Aadhaar checks were made mandatory. This automatically deleted fake or duplicate “ghost” cards from the system.
Step 3: Unpredictable Monsoons Bad and unpredictable rains forced many outdoor public works to stop, which naturally reduced the amount of work available to village labourers.
Step 4: The Good News (98% Success) Even though the total numbers fell, the government still successfully gave work to 98% of the people who actually stepped forward and asked for it.

3 · The New Scheme

125 Days of Guarantee

More Work Assured

The most important change in the VB-GRAM G Act is that the government now legally promises 125 days of paid manual work per year, up from the old 100-day limit.

Unemployment Allowance

The 15-Day Rule

If a poor villager applies for a job and the government fails to provide work within 15 days, the State Government must pay them a daily unemployment allowance as a penalty.

The Four Work Areas

Building Real Assets

Under the new law, villagers won’t just dig random ditches. The work must focus on Water Security, Core Infrastructure, Livelihoods, and Extreme Weather safety.

Economic Impact

Why It Matters to India

When rural jobs drop, villagers earn less money. This means they buy fewer daily items like soap, clothes, and bikes, which eventually slows down India’s entire economy.

Prelims Quick Facts: The Crucial Data
The 50% Data Drop In July 2025, the scheme created 15.33 crore work days. In July 2026, it crashed to just 7.67 crore (a drop of 49.94%).
The All-Time Peak To understand how low this is, the scheme saw a massive peak of 27.14 crore person-days back in the 2023-24 financial year.
High Fulfillment Despite the low numbers, the system is not failing the poor. The government achieved a 98% fulfillment rate, meaning almost everyone who demanded work received it.
Digital Tracking The scheme now legally mandates the use of AI dashboards and PM Gati Shakti technology to monitor where and how the rural infrastructure is being built.
