Why in the News?

Rooftop solar adoption is expanding rapidly in Assam, with households increasingly using solar power to reduce electricity expenditure and dependence on conventional power sources. The development is being driven largely by the PM Surya Ghar: Muft Bijli Yojana, under which Assam has emerged as one of the better-performing States in implementation.

PM Surya Ghar: Muft Bijli Yojana

The scheme was launched in February 2024 by the Ministry of New and Renewable Energy with an outlay of ₹75,021 crore. Its central objective is to enable rooftop solar installation in one crore households by 2026–27, reducing electricity bills and promoting clean energy.

• Under the scheme, eligible residential consumers with a grid-connected electricity connection can apply through the National Portal and install rooftop solar through approved vendors.
• The scheme provides Central Financial Assistance, with support of 60% of the benchmark cost for systems up to 2 kilowatts and 40% for the additional capacity between 2 and 3 kilowatts, subject to a maximum subsidy corresponding to 3 kilowatts.

Assam’s Solar Push

• Assam Power Distribution Company Limited is the key State-level implementing agency for the scheme and facilitates consumer and vendor registration.
• By March 2026, Assam had recorded 75,177 rooftop solar installations, benefiting around 75,883 households, according to parliamentary data.
• The State has subsequently accelerated implementation, and reports indicate that a growing number of solar households are achieving zero electricity bills in months when generation and consumption are favourable.

Why is Rooftop Solar Important for Assam?

• Rooftop solar can reduce the pressure on the State electricity distribution system, particularly during periods of high demand.
• It can provide households with long-term savings, while surplus electricity can potentially be supplied to the grid under applicable electricity regulations.

• For Assam, decentralised generation is particularly valuable because electricity can be produced close to the point of consumption, reducing dependence on centralised power supply.

Challenges

The transition also requires effective implementation. Subsidy delays, vendor quality, metering, grid connectivity and differences between solar generation and actual household consumption can affect consumer confidence.

Therefore, Assam needs not only higher installation numbers but also reliable after-sales service, transparent billing, timely subsidies and effective grievance redressal.
