Why in the News?

Experts have warned that Northeast India is particularly exposed to Glacial Lake Outburst Floods, as several Himalayan glacial lakes lie upstream of Arunachal Pradesh and the region has limited geographical buffers between the source areas and downstream settlements.

What is a Glacial Lake Outburst Flood (GLOF)?

  • A GLOF occurs when water stored in a glacier-fed lake is suddenly released, often because of the failure of a moraine dam or other triggers, causing massive downstream flooding.
  • A GLOF can be triggered by earthquakes, heavy rains and ice avalanches.
  • Based on their formation process, there are four categories of glacial lakes i.e. Moraine-dammed, Ice-dammed, Erosion, and others.
  • Such floods can rapidly carry water, rocks and sediment downstream, damaging settlements, roads, bridges and hydropower infrastructure.

Why is Northeast India highly vulnerable?

  • The Brahmaputra basin has the highest number of glacial lakes among the major Hindu Kush Himalayan river basins, making monitoring particularly important for Arunachal Pradesh and Assam.
  • Moraine-dammed lakes are especially important because their unconsolidated natural barriers can fail following triggers such as landslides, avalanches, intense rainfall or ice falls.
  • Northeast India has several major rivers, including the Siang, Subansiri, Dibang and Lohit, originating in or receiving water from the eastern Himalayas, creating a direct downstream connection.

The risk is not limited to floods. Rapid glacier retreat can initially increase meltwater but may eventually reduce dry-season river flows as the glacier’s long-term water-storage capacity declines. ICIMOD projects that water availability in the Hindu Kush Himalaya could peak around mid-century and subsequently decline.

What should be done?

The National Disaster Management Authority’s guidelines on Glacial Lake Outburst Floods and India’s National Glacial Lake Outburst Flood Risk Mitigation Programme emphasise hazard assessment, monitoring, early warning and risk reduction.

  • India needs continuous satellite and ground-based monitoring of potentially dangerous glacial lakes.
  • Real-time data sharing among India, China, Bhutan and Nepal can improve early warnings for downstream communities.
  • Arunachal Pradesh and Assam need stronger early-warning systems, evacuation plans and community-level disaster preparedness.
  • Hydropower projects should incorporate climate-resilient and multi-hazard risk assessments, rather than assessing earthquake or flood risks separately.
  • Regional institutions such as the International Centre for Integrated Mountain Development can support scientific cooperation, data sharing and knowledge exchange across the Hindu Kush Himalaya.
