Why in the news?
The recent flash floods in Upper Assam caused extensive damage to homes, agricultural land, infrastructure and livelihoods. The unusually rapid and widespread nature of the flooding has highlighted the need to move beyond post-disaster relief towards scientific investigation, inter-State coordination and long-term flood resilience.
The exact causes of such an unusual event should not be assumed without evidence. A multidisciplinary scientific investigation is necessary to understand the role of rainfall, river behaviour, land-use change, sedimentation and activities in upstream catchments.
Why is the Brahmaputra Valley highly vulnerable?
Assam’s geographical setting makes it particularly exposed to floods.
- The Brahmaputra Valley is a natural catchment basin, surrounded by hills and mountains across neighbouring States.
- The Brahmaputra and its numerous tributaries and sub-tributaries carry not only rainfall received within Assam but also water flowing down from surrounding hill regions.

The experience of the Cauvery water dispute also demonstrates that disputes over inter-State rivers require institutional mechanisms, negotiation and, where necessary, judicial intervention. However, the Brahmaputra flood challenge requires a different emphasis: cooperation for disaster prevention rather than only allocation of water.
What should be done?
1. Conduct a scientific investigation.
A multidisciplinary expert group should examine the recent Upper Assam floods within a fixed time frame and scientifically identify contributing factors.
- The study should examine rainfall, river discharge, sedimentation, erosion, land-use change and upstream catchments.
- Its findings should be publicly available to build trust and prevent speculative blame.
2. Establish an inter-State flood-management mechanism.
The Centre should facilitate structured dialogue between Assam and neighbouring States.
- States should share real-time rainfall, river-level and reservoir-related information.
- Joint mechanisms should be created for early warning, watershed management and emergency response.
- The process should have clear timelines and publicly reported outcomes.
3. Shift from relief to prevention.
The immediate priority remains rescue, rehabilitation, removal of silt and restoration of damaged livelihoods.
However, long-term policy must focus on mitigation and prevention, rather than repeatedly responding after disaster strikes.
4. Strengthen disaster-management institutions.
The Disaster Management Act, 2005, provides the institutional framework for disaster management in India.
- The National Disaster Management Authority, chaired by the Prime Minister, operates at the national level, with the Ministry of Home Affairs as the nodal ministry.
- Each State has a State Disaster Management Authority, chaired by the respective Chief Minister.
- The framework covers mitigation, preparedness, evacuation, rescue, relief, rehabilitation and prevention.
The recent floods underline the importance of strengthening the preventive and mitigation dimensions of this framework.
5. Strengthen the role of disaster-response forces.
The contribution of the National Disaster Response Force and State Disaster Response Force, along with local communities and volunteers, remains crucial during emergencies.
However, repeated disasters also require their institutional arrangements, preparedness systems and operational mechanisms to be periodically reviewed and strengthened.
Way Forward
Assam’s flood problem cannot be solved through embankments, relief packages or rescue operations alone. The Brahmaputra basin needs an integrated approach combining science, inter-State cooperation, ecological management, early warning, resilient infrastructure and community participation.
Most importantly, Assam and its neighbouring States must avoid a blame-based approach. Floodwater does not recognise political boundaries; therefore, flood governance must also move beyond them.
