Why in the News?
Human–elephant conflict is emerging as a serious ecological, livelihood and humanitarian challenge in Assam, particularly along the India–Bhutan foothills and the borders with Meghalaya, Arunachal Pradesh and Nagaland.
According to Assam Forest Department data cited in the Assam Assembly, 363 people and 120 elephants died over the preceding three years due to human–elephant conflict, train collisions, electrocution and poisoning. Assam’s 2024 elephant census estimated 5,824 elephants.
Assam has a Major Stronghold of Asian Elephants
Assam is one of the most important habitats of the Asian elephant (Elephas maximus), which is classified as Endangered under the IUCN Red List.
- Assam has around 4, 000 wild elephants, making it the second largest elephant habitat in India after Karnataka.

Why is Human–Elephant Conflict Increasing in Assam?
Human–elephant conflict occurs when the ecological needs of elephants and human activities increasingly overlap.
- Habitat loss and fragmentation caused by deforestation, encroachment, settlements and infrastructure development have reduced continuous elephant habitats.
- Disruption of elephant corridors forces elephants to move through agricultural fields and human settlements that may lie along their traditional movement routes.
- Expansion of agriculture and infrastructure into forest landscapes increases the frequency of encounters.
- Loss of natural food and water sources can push elephants towards crops, which provide easily available and nutritious food.
- Railway and power infrastructure creates additional risks through train collisions and electrocution.
The problem is particularly significant in Assam’s foothill landscapes around Udalguri, Baksa and Tamulpur, where forests form part of a wider ecological corridor extending towards areas such as Sankosh and Raimona.
Why Are Elephants Ecologically Important?
Elephants are more than an iconic wildlife species. They are ecosystem engineers because their activities can reshape forest ecosystems.
- By breaking branches and trees, elephants create openings that can encourage forest regeneration.
- Through consumption and movement, they help in seed dispersal, sometimes carrying seeds over considerable distances.
- Elephant trails can facilitate movement by other animals and contribute to ecological connectivity.
- Elephants are called “keystone species”, meaning their survival supports the entire ecosystem. Loss of elephants will harm the entire ecosystem.
Therefore, protecting elephant populations is also connected with maintaining healthy forest ecosystems.
The Way Forward
A successful strategy must combine long-term habitat restoration with immediate protection for communities.
1. Restore habitats and elephant corridors.
- Degraded forests should be restored with native vegetation, fodder species and water sources, while maintaining connectivity between fragmented forest patches.
- Assam’s initiatives under the Compensatory Afforestation Fund Management and Planning Authority and the Amrit Brikshya Andolan can support landscape restoration.
- The Sikardanga initiative in Udalguri demonstrates how government agencies, civil society organisations and local communities can jointly undertake restoration.
2. Strengthen early-warning and community response systems.
- Gaja Mitras, community volunteers and rapid-response teams can alert villagers when elephant herds approach settlements.
- Solar-powered fencing, solar lighting, high-powered torches and community surveillance can reduce dangerous encounters.
- Technology can improve this further through geospatial mapping, real-time monitoring and spatial databases of conflict hotspots.
3. Protect livelihoods alongside wildlife.
Crop damage is often the immediate reason behind resentment towards elephants. Therefore, livelihood security must become part of conservation policy.
- Farmers can be encouraged to cultivate relatively less elephant-attractive crops such as chilli, ginger, turmeric, sesame, niger and certain oilseeds, depending on local conditions.
- Assam lemon and other suitable plants can also be explored as bio-fences while providing an alternative source of income.
- Compensation for human deaths, injuries, crop loss, livestock and property damage should be timely and accessible.
4. Address infrastructure-related deaths.
Railways, electricity departments, forest authorities and district administrations need coordinated planning to make infrastructure wildlife-sensitive.
Government Framework
- Wildlife Protection Act, 1972 (amended in 2022): Elephants are listed under Schedule I, giving them the highest level of protection.
- Project Elephant (1992): A Centrally Sponsored Scheme launched in 1991–92 to protect elephants, their habitats and corridors and address human–elephant conflict.
- Elephant Census: Conducted once in 5 years under the aegis of Project elephant.
- MIKE programme: Established in South Asia in 2003, as mandated by CITES COP resolution.
- It is a site-based system designed to monitor trends in elephant illegal killing and build capacity in sites across Africa and Asia.
- Assam has two sites under MIKE programme i.e Chirang-Ripu and Dihing Patkai.
