1 · Context
| Every summer, extreme heat claims lives and destroys the income of daily wage earners. Earlier, state governments had their hands tied. Because a heatwave was only considered a “local” disaster, they were strictly allowed to use just 10% of their disaster budgets for relief.
Now, following the 16th Finance Commission’s advice, the Home Ministry has officially added heatwaves and lightning to the national list of recognized calamities. The 10% cap is finally gone. States can now freely use their massive disaster funds to not only pay compensation but also build life-saving cooling shelters and early-warning systems. |
2 · Fixing the Disaster Funding

Step 1: The Old Bottleneck
Previously, states could barely help victims because the “local disaster” tag capped their relief spending from the State Disaster Response Fund (SDRF). |

Step 2: The New Freedom
With the limit removed, state governments can use the full SDRF pool to immediately provide medical care and financial compensation to affected families. |

Using a separate mitigation fund (SDMF), states can now shift from temporary relief to building permanent cooling centers and better water supply grids. |

3 · Key Governance Challenges

Heat Action Plans (HAPs)
The Missing Blueprint
The government asked all cities to make plans to fight heatwaves. Sadly, only about 300 cities have them, leaving over 4,800 urban areas completely unprepared.

Empty Pockets
Even the cities that have a plan struggle to execute it because they lack a dedicated budget. They usually have to beg for spare money from other city departments.

The Hidden Deaths
Official data only counts direct “heatstroke” patients. It tragically misses the thousands who die when extreme heat worsens their existing kidney or lung diseases.
