Why in the news?
Assam is strengthening its food safety ecosystem through enforcement, food testing laboratories, mobile testing facilities, licensing and public awareness, making food safety an important issue of preventive healthcare and public health governance.
Food Safety and Standards Act, 2006
The Food Safety and Standards Act, 2006 seeks to ensure the availability of safe and wholesome food by consolidating food-related laws and establishing science-based food standards. The Act received Presidential assent in 2006, while its regulations came into force from 5 August 2011.
- The Food Safety and Standards Authority of India is the statutory authority responsible for laying down food standards and regulating food manufacture, storage, distribution, sale and import.
- Food safety is a shared responsibility of the Union and State governments, with States playing the key role in enforcement within their territories.
- In Assam, the Commissionerate of Food Safety under the Health and Family Welfare Department is the nodal State machinery.
- The State food safety system is headed by the Commissioner of Food Safety, with Designated Officers, Food Safety Officers and Food Analysts forming the enforcement structure.
How Assam is strengthening food safety
Assam has developed a multi-layered system covering testing, surveillance, enforcement, licensing and awareness.
- The State Public Health Laboratory provides scientific testing of food samples, including analysis for pesticide residues, heavy metals and microbiological contamination.
- Food Business Operators are required to obtain appropriate registration or licence under the food safety framework.
- Food Safety Officers inspect restaurants, hotels, food-processing units, retail outlets, street vendors, manufacturing facilities and storage premises.
- Assam operates 23 Food Safety on Wheels, which take food testing, surveillance and awareness services to different parts of the State.
- The State has also adopted the Eat Right India movement, promoting healthier and safer food choices through initiatives such as Eat Right Campus, Eat Right School, Eat Right Place of Worship and Eat Right Railway Station.
- Kokrajhar and Golakganj railway stations in Assam, have received the Eat Right Station certification from FSSAI.
Why is food safety important for Assam?
Assam’s geographical position as the gateway to Northeast India, its large rural population and its diverse agricultural and food products make an effective food safety system particularly important.
Food safety is not limited to preventing adulteration. It also involves controlling microbial contamination, chemical hazards, pesticide residues, unsafe additives and poor hygiene.
A strong system therefore requires cooperation between government agencies, food businesses, laboratories, consumers and local communities.
Way forward
Assam needs to move from reactive enforcement to preventive food safety by expanding laboratory capacity, improving last-mile testing, strengthening surveillance of informal food markets and increasing consumer awareness.
The larger lesson is that food safety is preventive healthcare: safe food reduces disease, protects household incomes and strengthens the overall public-health system.
