Can Technology Become the State’s New Growth Engine?

Syllabus: GS-III & V: Science & Technology, Economic Development, Infrastructure

Why in the News?

Assam is witnessing rapid developments in semiconductors, artificial intelligence, data centres, cybersecurity, and digital governance, positioning the state as an emerging technology hub of Northeast India.

Assam at a Historic Turning Point

  • For decades, Assam’s economy was driven by tea, oil, gas and agriculture.
  • Today, a new opportunity is emerging—the digital economy. Supported by national initiatives such as Digital India, IndiaAI Mission, Semicon India Programme, and the Act East Policy, Assam is gradually transforming from a resource-based economy into a technology-driven growth centre.
  • The state’s digital journey is no longer limited to online services.
  • It is now entering the fields of high-tech manufacturing, artificial intelligence, cybersecurity, data infrastructure and innovation ecosystems.

Key Drivers of Assam’s Digital Transformation

1. Semiconductor Manufacturing at Jagiroad

  • Tata Electronics is establishing India’s first semiconductor assembly and testing facility in Jagiroad, Morigaon.
  • The project involves an investment of about ₹27,000 crore.
  • It is expected to generate around 27,000 jobs (direct and indirect).
  • The facility is projected to produce nearly 48 million semiconductor chips per day.

Significance: It places Assam on India’s semiconductor map and supports the national goal of reducing dependence on imported chips.

2. Growth of Data Centres and Artificial Intelligence

  • Reliance Industries has announced plans for an Artificial Intelligence-ready data centre in Assam.
  • Such infrastructure can support:
    • Artificial Intelligence-enabled education.
    • Smart healthcare services.
    • Precision agriculture.
    • Digital businesses and start-ups.

Data centres are the backbone of the digital economy because they store, process and manage large volumes of data.

3. Expansion of Digital Governance

The state has made significant progress in e-governance:

  • All Deputy Commissioner offices have adopted paperless e-Office systems.
  • Pension services have been digitised.
  • Assam has launched several citizen-centric digital platforms.
  • India’s first Artificial Intelligence-powered digital banking branch has been inaugurated in Guwahati.

These initiatives improve transparency, efficiency and public service delivery.

4. Artificial Intelligence in Governance

  • A state-level committee has identified hundreds of Artificial Intelligence-based projects across government departments.
  • Areas of application include: Grievance redressal, Healthcare, Education, Agriculture & Urban management.

The approach follows the principle of “Build Once, Use by All”, ensuring common digital solutions across departments.

5. Cybersecurity as a Strategic Opportunity

Assam is strengthening its cyber ecosystem through:

  • An Artificial Intelligence-powered Anti-Deepfake and Cyber Surveillance Laboratory.
  • A National Cyber Forensics Laboratory at Lachit Borphukan Police Academy.
  • A proposed Regional Cyber Crime Coordination Centre.

With cyber threats increasing rapidly, Assam can emerge as the cybersecurity hub of Northeast India.

Challenges That Need Attention

  • There is a shortage of highly skilled technology professionals.
  • Industry-academia collaboration remains limited.
  • Reliable digital infrastructure must reach rural and remote areas.
  • More start-ups and innovation centres are required.
  • Data security and privacy safeguards must be strengthened.

Important Terms Explained

  • Semiconductor: A material used to manufacture computer chips that power electronic devices such as phones, computers and vehicles.

  • Artificial Intelligence: Technology that enables machines to learn, analyse and make decisions similar to humans.

  • Data Centre: A facility that stores and processes digital information and supports internet-based services.

  • Global Capability Centre: An offshore centre established by multinational companies for technology, research, analytics and business operations.

  • Cyber Forensics: Scientific investigation of cybercrimes through analysis of digital evidence.

  • Deepfake: Artificially generated audio, video or images that imitate real people and can be used for misinformation.

Exam Hook: Key Takeaways

  • Jagiroad semiconductor plant — Rs 27,000 crore; 48 million chips/day at full capacity; 27,000 jobs; approved under Semicon India Programme, February 2024.
  • Reliance AI data centre — part of Rs 50,000-crore, 5-year investment; announced at Advantage Assam 2.0 Summit, February 2025.
  • AI governance — 343 project ideas across 50+ departments; “build once, use by all” architecture; chaired by Chief Secretary Ravi Kota.
  • Cybersecurity — India’s first AI Anti-Deepfake Lab; National Cyber Forensics Lab at Dergaon; Regional Cyber Crime Coordination Centre for Northeast.
  • GCC opportunity — 170+ new GCCs in India in 2025; Union Budget 2025-26 introduced national GCC framework; Guwahati has IIT, IIIT and Act East Policy advantage.
  • IndiaAI Mission — Rs 1,000 crore in Union Budget 2026; NIELIT setting up AI labs in tier-2/3 cities; 27 operational by July 2025.
