Why in the news?
Assam’s recurring floods do not only damage crops, houses and roads; they also create serious disruptions in fisheries and aquaculture. Since more than 95% of Assam’s population consumes fish, restoring fisheries after floods is important for food security, employment, nutrition and rural livelihoods. The State has more than 2.85 lakh hectares of water-spread area, excluding riverine fisheries, across rivers, beels, ponds, tanks and other aquatic resources.
Why are floods a double-edged sword for fisheries?
Floods can have both ecological benefits and economic costs for fisheries.
- Floodwaters can reconnect rivers with beels and floodplain wetlands, allowing natural fish migration, breeding and replenishment of aquatic ecosystems.
- However, excessive flooding can breach pond embankments, wash away stocked fish and seed, damage fishing equipment and contaminate ponds with silt, sewage, agricultural chemicals and organic waste.
- Sudden changes in dissolved oxygen, pH, temperature and ammonia can stress fish and increase disease and mortality.
- Small and marginal fish farmers are particularly vulnerable because the loss of fish stocks can directly affect household income and food security.
What should be done after floodwaters recede?
- Rapid damage assessment should be the first step.
- Fisheries officials, local institutions and farmers should identify breached ponds, lost fish stocks, damaged infrastructure and equipment.
- This assessment should guide targeted financial assistance and rehabilitation rather than providing uniform support.
- Ponds and infrastructure should be repaired before restocking.
- Damaged embankments should be reconstructed and strengthened.
- Inlets and outlets should be repaired and fitted with screens to prevent cultured fish from escaping and unwanted species from entering.
- Excess silt, debris, aquatic weeds and pollutants should be removed where necessary.
- Water quality should be restored before fish are introduced.
- Farmers should monitor dissolved oxygen, pH, temperature and ammonia wherever testing facilities are available.
- Liming and other water-quality measures should be undertaken based on technical advice.

Beels: Assam’s natural fisheries wealth
Beels are floodplain wetlands, often connected directly or indirectly with rivers. They are among Assam’s most important inland fisheries resources and extend over more than one lakh hectares according to fisheries research. They provide habitat for diverse fish species and can be naturally stocked through river-flood connections.
Therefore, post-flood management of beels should not mean simply increasing fish harvest. It should combine ecological restoration with sustainable fisheries management.
- Natural breeding grounds and brood fish should be protected.
- Destructive fishing and excessive fishing pressure should be controlled.
- Assam restricts the catching of specified brood fish during the breeding season and prohibits the capture of designated undersized fish, helping protect natural fish stocks.
Climate-resilient fisheries
The ICAR–Central Inland Fisheries Research Institute has demonstrated pen culture as a climate-resilient technology in Assam’s beels. Under this approach, fish are reared inside enclosed areas within wetlands before being released or harvested. It can improve fish production while providing additional livelihood security to wetland fishers.
In Bamuni Beel, community-based culture fisheries and pen culture increased total fish production by 117% and net income by 153%, demonstrating the potential of scientific wetland management for improving fisher livelihoods.
Important institutional and policy linkages
The issue is connected with the broader Blue Revolution, sustainable fisheries development and climate adaptation.
- The Pradhan Mantri Matsya Sampada Yojana provides a national framework for sustainable fisheries development, infrastructure creation, productivity enhancement and livelihood improvement.
- Assam’s Sustainable Wetlands and Integrated Fisheries Transformation Project is another important state-level initiative.
- In 2026, the ICAR–Central Inland Fisheries Research Institute signed a MOU with the project to provide technical support for sustainable development and management of beel fisheries and enhancement of fish production.
- The project has a 24-month implementation period and an outlay of ₹2.88 crore.
- The approach also contributes to SDG 2 (Zero Hunger), SDG 13 (Climate Action) and SDG 14 (Life Below Water).
Way Forward
Assam needs to move from a reactive post-flood relief approach to a preparedness-based and climate-resilient fisheries strategy. New ponds should have stronger and appropriately elevated embankments, properly designed inlet and outlet structures and safe storage facilities for feed and equipment.
Before major floods, early-warning systems and local flood forecasts should trigger preventive action such as emergency harvesting of market-sized fish, securing equipment, strengthening vulnerable embankments and shifting valuable fish seed or brood stock where feasible.
Ultimately, fisheries recovery should combine disaster management, livelihood rehabilitation, fish health, wetland conservation and climate adaptation. Such an integrated approach can turn Assam’s recurring floods from a purely destructive force into an opportunity for more resilient and sustainable fisheries management.
