Why in the News?

Union Finance Minister’s two-day visit to Assam marked a major push for the state’s development through the inauguration of key infrastructure and technological projects, including the Gateway of Guwahati (Terminal & Jetty) and the Sati Radhika Shaanti Udyan Riverfront, alongside the foundation stone for Swahid Kanaklata Barua State University in Biswanath.

Major Highlights of the Visit:

1. Technological Transformation and Semiconductor Push:

  • The Finance Minister inspected the Jagiroad semiconductor plant site, highlighting Assam’s growing participation in India’s semiconductor and electronic manufacturing ecosystem.
  • The facility is expected to generate high-value employment and entrepreneurship opportunities, helping transform Assam into a hub for innovation-led development.
  • FM emphasized that the project is not just for Assam but for the entire Northeast, symbolizing India’s technological self-reliance and confidence — “We can do it too.”

2. Gateway of Guwahati and Riverfront Development:

  • The Gateway of Guwahati Terminal & Jetty is the first all-weather floating terminal in the Northeast, built at a cost of ₹305 crore under the Inland Waterways Authority of India (IWAI).
  • It is part of the Maritime India Vision 2030 and PM Gati Shakti Mission, aimed at improving multimodal transport connectivity.
  • The adjoining Sati Radhika Shaanti Udyan Riverfront project, developed at a cost of ₹327 crore, adds to Guwahati’s urban recreation and eco-tourism infrastructure.

3. Strengthening the Start-up and Entrepreneurial Ecosystem:

  • The state must focus on creating a start-up ecosystem that integrates with research institutes and industrial infrastructure.

4. Swahid Kanaklata Barua State University: 

  • In Bholaguri, Gohpur, Finance Minister and Chief Minister laid the foundation stone of Swahid Kanaklata Barua State University — Assam’s first university dedicated exclusively to technical and vocational education and training (TVET).
    • Project Cost: ₹415 crore
    • Campus Area: 731 bighas (former Bholaguri Tea Estate)
    • Capacity: 2,000 students, with hostels for 1,620 and staff residences.
    • Special Tribute: Sacred soil from every village and municipal ward of Assam was brought to the site under the Meri Maati Mera Desh campaign.
  • The university, envisioned as a hub of future technologies, will offer courses in artificial intelligence, machine learning, cybersecurity, blockchain, drones, quantum computing, augmented and virtual reality, among others. 
    • It aims to prepare future-ready professionals for the Fourth Industrial Revolution while honoring the legacy of freedom fighter Kanaklata Barua.
