On Independence Day 2026, Assam Chief Minister announced a fresh set of measures against polygamy and child marriage, alongside initiatives for infrastructure, youth development, indigenous land protection and agriculture.
Key announcements
- The Assam government announced a proposal to deduct 20% of the salary of State government employees who abandon their first wife without obtaining a legal divorce and subsequently marry again.
- The deducted amount would be transferred to the first wife’s bank account, subject to her application, with the stated objective of providing financial security and dignity to abandoned women.
- The government also proposed extending a similar provision to private-sector employees through legislation.
- A 30-day special drive against child marriage is scheduled to begin from November 1.
For civil services examination, the issue can be linked with gender justice, dignity of women, personal laws, equality before law and the Directive Principles of State Policy.
Other major announcements
The Independence Day address also outlined a broader development agenda:
- The State plans to invest ₹1.5 lakh crore in infrastructure between 2026 and 2031, with ₹50,000 crore proposed from State resources and the remaining ₹1 lakh crore sought from the Centre.
- A Youth Development and Empowerment Department will be created with a focus on skill development and youth welfare.
- Eight new co-districts will be created, while Mission Sadbhavana will seek to clear one lakh pending government files through a special mechanism.
- Forty revenue circles will receive special protection for indigenous land rights, with restrictions proposed on land purchases by persons who have not resided in the area for three generations.
- The Chief Minister’s Krishak Utkarsha Award will recognise progressive farmers, with a target of 10,000 awardees over five years and an award of ₹1 lakh each.
- The government announced a larger edition of Khel Maharan to identify sporting talent and connect promising athletes with sports academies.
Flood rehabilitation
The announcement also came against the backdrop of the recent devastating floods in Upper Assam.
- The Chief Minister assured that funds would not be a constraint for rehabilitation and said a digital assessment of flood damage would be completed by September 10.
- The government also acknowledged the role of the National Disaster Response Force, State Disaster Response Force, armed forces and civil society organisations in relief operations.
