The Assam Cabinet, chaired by the Chief Minister, approved key decisions covering civilian awards, mineral regulation, industrial investment and autonomous council elections.

Key Cabinet Decisions

1. Assam State Civilian Awards 2025

The Cabinet finalised recipients for the three State civilian awards, which will be presented in December.

• Assam Baibhav: Dr Harsha Bhattacharjee, noted for his contribution to ophthalmology and the eye donation movement.
• Assam Saurav: Dr Kushal Konwar Sarma (wildlife expert), Nuruddin Ahmed (arts director), Pulak Banerjee (singer) and Dr Purnima Devi Barman (Hargila conservationist).
• Assam Gaurav: Twelve individuals and organisations from fields including social work, sports, agriculture, manuscript conservation, tourism and dairy farming.

2. Amendment to Mineral Regulation Rules

• The Cabinet approved amendments to the Assam Mineral Regulation and Dealers Rules.
• Extracted limestone will be classified into high, medium and base cement grades across three categories.
• The objective is to ensure that royalty collection reflects the quality of limestone, instead of applying a single flat rate.

3. Industrial Investment in Rangia

• The Cabinet approved an investment proposal by Weetek Plastic Private Limited (Welspun Group) to establish a manufacturing unit in Rangia, Kamrup district.
• The proposed investment is ₹303.69 crore, with an expected employment generation of around 300 people.

4. Elections to Autonomous Councils

• The Cabinet approved election rules for the Mising Autonomous Council and Sonowal Kachari Autonomous Council.
• The State Election Commission was advised to conduct elections for both councils during November 2026.
