Why in the News?
The All Assam Students’ Union (AASU) has announced that the Assam Government has agreed to implement 52 major recommendations of the Justice Biplab Kumar Sharma Committee, which was constituted to suggest measures for fulfilling Clause 6 of the Assam Accord—a clause aimed at providing constitutional, legislative, and administrative safeguards to protect the Assamese people.
- This decision was finalised in the third round of talks held on 22 November, chaired by Assam’s Chief Minister.
Background: Clause 6 of the Assam Accord
Signed in 1985, the Assam Accord sought to address issues arising from illegal migration.
Clause 6 specifically mandates safeguards to:
- Protect Assamese cultural and linguistic identity
- Secure land and socio-political rights of the indigenous population
- Preserve heritage and demographic balance
To operationalise these constitutional protections, the Government of India set up the Justice Biplab Kumar Sharma Committee (2019).
