The News
India has cleared two cross-border rail links to connect Assam and West Bengal with Bhutan. The projects—Kokrajhar (Assam)–Gelephu (Bhutan) and Banarhat (West Bengal)–Samtse (Bhutan)—aim to plug Bhutan into India’s railway grid for the first time.
What exactly is being built?
Link 1: Kokrajhar–Gelephu (≈69 km)
New stations: Balagaon, Garubhassa, Runikhata, Shantipur, Dadgiri, Gelephu (border).
Major works: 2 bridges, 2 viaducts, ~29 major bridges, 65 minor bridges, 2 goods sheds, one overpass, ~39 underpasses.
Timeline: ~4 years (depends on land acquisition).
Why Gelephu? Close to Bhutan’s new Mindfulness City and an emerging hub.
Link 2: Banarhat–Samtse (≈20 km)
Connects Jalpaiguri district with southwest Bhutan.
Works: 2 new Indian stations (Ambari, Samtse), ~24 minor bridges, 1 overpass, ~37 underpasses.
Timeline: ~3 years.
Why these corridors first?
They offer the shortest, flattest access to Bhutan’s south, ensuring quicker and cheaper construction. Gelephu is already a trade hub, while Samtse is planned as an industrial township.
What will the projects deliver?
- Trade and jobs: Rail lowers freight costs, creates logistics hubs, and jobs.
- Tourism and people-to-people links: Better access for eco-tourism, students, and patients.
- Border development and security: Faster troop/relief movement and improved civilian prosperity.
- Regional connectivity: Complements India’s North East Industrial Corridor and port access.
- Environment and safety: Cuts truck traffic, emissions, and with safeguards, protects wildlife.
How India and Bhutan will manage it?
Nodal agencies: Indian Railways, RITES/IRCON, Bhutan’s transport agencies.
Financing: Indian budgetary support + Bhutan-India grant/credit mix.
Standards: Broad gauge with border facilities for customs/immigration.
Timelines: Parallel work packages—land acquisition is key.
Possible risks and how to handle them
Land and forests: Fair compensation, wildlife-safe designs.
Flooding: High embankments, drainage.
Demand risk: Phase freight facilities, tie up with logistics operators.
Border processes: Single-window customs and e-documentation.
Why this is strategically significant
It locks in India-Bhutan interdependence, supports Bhutan’s green growth model, improves resilience in the Himalayas, and strengthens security cooperation.
Policy context
Guided by Neighbourhood First and Act East. Supported by PM Gati Shakti, Border Infrastructure and Management, and cross-border trade facilitation measures.
Exam hook
Two short rail links connect Bhutan to India’s network for the first time, aiming for trade efficiency, people movement, and strategic security. Success depends on land acquisition, wildlife-safe design, and smooth border procedures.
UPSC Mains Question
“Connectivity is the new currency of trust in the Himalaya.” Discuss with reference to India’s decision to extend rail links to Bhutan. (250 words)
UPSC Prelims Practice
Statements:
1. Gauge must be the same in both countries.

3. Rail reduces wildlife risk without special design.
Answer: (a) 2 only.
Match the node with country:
A. Gelephu — Bhutan
B. Phuentsholing — Bhutan
C. Birgunj — Nepal
Codes: A-2, B-2, C-1.
One-line wrap
Short rail spurs to Gelephu and Samtse can turn a friendly border into a shared growth corridor—cheaper trade, quicker relief, closer ties.
