1. What is China Banning?
To protect its global technological dominance, Beijing is strictly controlling what critical know-how can leave its borders.
- Total Bans: China is completely prohibiting the export of next-generation solar technology (like highly efficient “perovskite” cells). In the AI space, they are banning tech that could be used to generate malicious code to attack foreign national infrastructure.
- Strict Restrictions: Even for tech that isn’t totally banned, exports will now be heavily restricted. This covers 12 major solar manufacturing processes (like making silicon wafers) and 23 key AI technologies.
- The Excuse (Dual-Use): Beijing claims these technologies are “dual-use.” They argue that everyday civilian tech like solar panels and basic AI could potentially be used by foreign militaries for aerospace defence or unmanned drone systems.
2. The Blow to India’s Solar Ambitions
India has been aggressively trying to move away from buying Chinese solar panels by building massive factories at home. This new ban throws a major wrench into that plan.
- Delayed Factories: India’s timeline to launch its own domestic solar supply chain heavily relies on importing advanced manufacturing machines from China. Because of China’s new export licenses, Indian manufacturers will likely face severe delays in starting local production.
- Blocked Partnerships: Earlier this year, India strategically relaxed its strict rules on Chinese investments to quickly allow joint ventures in solar manufacturing. However, because of recent announcements , Chinese companies will now be legally blocked by their own government from sharing technology or partnering with Indian firms, rendering India’s relaxed rules completely useless.
Practice MCQ
Q. Consider the following statements regarding export controls and renewable energy technologies:
- Perovskite solar cells are a next-generation technology that rely entirely on traditional, rigid crystalline silicon structures for energy conversion.
- The Wassenaar Arrangement is a multilateral export control regime aimed at promoting transparency and responsibility in the global transfer of conventional arms and dual-use technologies.
Which of the statements given above is/are correct?
(a) 1 only (b) 2 only (c) Both 1 and 2 (d) Neither 1 nor 2
Hint: Statement 1 is incorrect; perovskite cells are a revolutionary alternative to traditional rigid silicon panels because they use synthetic crystal structures and can even be printed on flexible surfaces. Statement 2 is correct, as the Wassenaar Arrangement specifically monitors the global transfer of sensitive, dual-use goods.
