1 · News and Context

When the state of Jharkhand was carved out of Bihar in the year 2000, they forgot to officially divide the water of the massive Sone River between them. For 25 long years, the two states fought bitterly over how much water each should get, which stalled crucial irrigation projects for farmers.

Recently, they successfully signed a peaceful agreement to divide the historic water share (Bihar gets 5.75 MAF and Jharkhand gets 2 MAF). This is a beautiful, rare example of Cooperative Federalism. Instead of fighting in courts or tribunals for decades, the two states sat down and compromised, finally bringing water relief to the drought-prone tribal and farming districts of both states.

2 · Understanding the Dispute

Step 1: The Old 1973 Rule
Decades ago, an agreement gave undivided Bihar 7.75 million acre-feet of Sone River water to share with Madhya Pradesh and UP.
Step 2: The Year 2000 Split
When Jharkhand was created, it got the upper hilly rivers, while Bihar kept the lower farming plains. They fought over how to divide that old 7.75 MAF quota.
Step 3: The Tribal Fear
Jharkhand refused to build higher dams to store water for Bihar because it would drown their own tribal villages in Palamu and Garhwa.
Step 4: The Final Handshake
They finally agreed on safe water levels and split the water fairly. Now, Bihar gets steady irrigation for its “rice bowl,” and Jharkhand gets safe drinking water canals.
