Why in the News?

The high seismic vulnerability of Northeast India, particularly Assam and Guwahati, has renewed attention on earthquake preparedness, safe construction and disaster-resilient infrastructure.

Assam is among India’s most seismically active regions. The Assam State Disaster Management Plan identifies the State as having high to very high seismic hazard, and under the existing Bureau of Indian Standards classification, Assam falls in Seismic Zone V, the highest-risk category under the four-zone system. 

Why is Northeast India highly vulnerable?

Northeast India lies near the interaction of major tectonic systems, including the Himalayan collision zone and the Indo-Burmese plate boundary. Continuous movement of tectonic plates creates stresses that can be released through earthquakes.

The challenge is not only the earthquake itself. Unsafe buildings, weak infrastructure, population concentration and poor land-use planning can convert a natural hazard into a major disaster.

What could make Guwahati particularly vulnerable?

Guwahati combines high seismic hazard with rapid urbanisation.

  • Buildings constructed without proper seismic design may experience severe structural damage during strong ground shaking.
  • Soft-storey buildings, particularly structures with open ground floors used for parking or commercial purposes, can be vulnerable because the lower storey may have inadequate resistance to lateral movement.
  • Liquefaction may occur in water-saturated loose soils during intense shaking, causing the ground to temporarily lose strength.
  • Hill cutting and loss of vegetation can increase the possibility of earthquake-triggered landslides in vulnerable slopes.
  • Damage to roads, bridges, electricity, water supply and communication networks can create a cascading disaster, where failure of one system disrupts several others.

From earthquake prediction to earthquake preparedness

Scientists cannot currently provide the exact date, time and magnitude of a future major earthquake. Therefore, disaster management must focus on risk reduction and preparedness rather than prediction.

1. Make buildings safer.

  • Strict enforcement of earthquake-resistant building standards should be prioritised for new construction.
  • Existing vulnerable buildings should undergo structural safety audits and retrofitting.
  • Hospitals, schools, bridges, emergency centres and other critical infrastructure should receive priority.
  • Assam State Disaster Management Authority already provides guidelines for seismic retrofitting of deficient buildings and structures.

2. Follow the National Building Code and Indian Standards.

  • The National Building Code of India 2016 provides a comprehensive framework for regulating construction, including structural design and safety. 
    • It also provides for mechanisms such as structural safety certification and professional responsibility
  • The Indian Standard IS 1893 provides criteria for earthquake-resistant design. The current national seismic zonation continues to recognise Zones II, III, IV and V, with Zone V representing the highest seismic hazard

3. Prepare critical infrastructure for failure.

Earthquake preparedness should not stop at buildings.

  • Emergency hospitals and field medical facilities should be capable of functioning even when major hospitals are damaged.
  • Emergency communication systems should have redundant power and communication channels.
  • Fire services should maintain equipment capable of dealing with collapsed structures and urban fires.
  • Critical roads and bridges should be assessed for seismic vulnerability.
  • Emergency supplies, rescue equipment and essential medicines should be pre-positioned at multiple locations rather than concentrated in one facility.

4. Make communities the first line of response.

In a major earthquake, professional rescuers may not immediately reach every neighbourhood. Therefore, community-based disaster preparedness becomes crucial.

  • Residents should regularly practise Drop, Cover and Hold during earthquakes.
  • Schools, offices and public institutions should conduct evacuation and emergency drills.
  • Local volunteers should receive basic training in first aid, fire safety, search and rescue and emergency communication.
  • Evacuation routes and open spaces should be clearly identified and protected from encroachment.

5. Use technology for preparedness and response.

India has strengthened disaster-alert systems through the NDMA’s SACHET platform, which provides geo-targeted, multi-hazard alerts through multiple communication channels. 

Assam State Disaster Management Authority also maintains tools such as geographic information system mapping, disaster reporting systems, community response mechanisms and disaster management plans.

However, earthquakes generally provide little or no actionable advance warning, so these systems should primarily strengthen preparedness, rapid information dissemination and post-event response rather than create a false expectation of long-range earthquake prediction.

A Better Preparedness Strategy for Assam

Assam needs to shift from a relief-centric approach to a risk-reduction approach.

  • Seismic microzonation should guide urban planning by identifying areas with different levels of ground-shaking and soil-related vulnerability.
  • Vulnerable public buildings should undergo time-bound structural audits and retrofitting.
  • New construction should comply with the relevant Indian Standards and National Building Code provisions.
  • Hill cutting, drainage alteration and unplanned construction should be regulated in landslide-prone areas.
  • Emergency operations centres, hospitals, fire stations and rescue teams should be distributed across the city so that one earthquake does not disable the entire response system.
  • Mock drills and community training should become regular rather than occasional activities.
  • Schools and hospitals should have specific continuity plans so that essential services can continue after an earthquake.

Way Forward

The central lesson is simple: earthquakes may be unavoidable, but earthquake disasters are not entirely unavoidable.

For Assam, resilience means combining safe buildings, scientific land-use planning, retrofitting, resilient infrastructure, community preparedness, early information systems and coordinated emergency response. The objective should be to ensure that when the next major earthquake occurs, the State is not beginning its disaster response from zero.
