Imagine two students preparing for the tough JEE or NEET exams. One lives in a big city and pays lakhs of rupees to a famous coaching institute. 1 · The High Cost of the Coaching Industry

The “Forced Package” (Bundling) Problem: Private coaching hubs charge heavy fees because they force students to buy a “bundle”—study materials, doubt-solving, mock tests, and the institute’s brand name all packed together. If a poor student only wants help solving a few doubts, they still have to pay for the whole expensive package.
  • India has over 65 million students in classes 9 to 12. Yet, the biggest private EdTech companies and coaching centres only reach a tiny fraction of them (around 4 to 5 million). Why? Because teaching every child in India at a low cost is simply not profitable for private monopolies.
  • Policy experts argue that the government should not try to build one giant “sarkari” AI tutor. Instead, the state should build a digital foundation (just like it did with UPI for payments) so that high-quality learning and instant doubt-solving become practically free and available to everyone.

Instead of falling for misleading coaching advertisements, the government network will publish objective ratings. It will show exactly how students studying from a particular provider actually scored in real exams.

3 · How the Architecture Works in Reality

To make an “AI Tutor for Every Child” a reality, especially for major exams like NEET and JEE, the government is setting up several key digital layers:

  • The APAAR ID: Connected to DigiLocker, the Automated Permanent Academic Account Registry (APAAR) acts as a “One Nation, One Student ID,” safely tracking a student’s lifelong academic progress without losing old records.
  • Data Ownership (Power to the Student): Currently, EdTech companies trap a student’s data. Under the new Data Empowerment and Protection Architecture (DEPA), the student owns their “learning wallet.” They can easily take their progress report and switch from one tutoring app to another without starting from zero.
  • Reaching the Last Mile: What about poor students without smartphones? The government plans to deliver data-light, offline AI content through over 5 lakh local Common Service Centres (CSCs) and village school computer labs, ensuring no child is left behind due to the digital divide.

4 · Strategic Significance: Building a Fairer India

Moving from closed, expensive coaching models to an open digital network is a massive structural reform. By ensuring that the government builds the rules (protocols) and AI handles the costly tutoring, education transforms from being an exclusive privilege for the top 1% into a basic right accessible to the masses. This is the only way India will truly harvest its youth demographic dividend.

True equality in education means a student’s success should depend on their hard work and talent, not their parents’ bank account. By treating Artificial Intelligence and Digital Public Infrastructure as public goods, India can democratise learning, ensuring no child’s dream is ever crushed by the heavy weight of coaching fees.
