Why in the news?

Assam’s severe 2026 floods have displaced more than 7 lakh people and disrupted healthcare services across several affected areas. Beyond immediate needs such as food, shelter and drinking water, floods can create conditions favourable for water-borne and vector-borne diseases and interrupt routine vaccination.

For children, this creates a double risk: those who are displaced may miss scheduled vaccines, while stagnant water, overcrowded shelters and unsafe drinking water can increase exposure to disease.

Why does vaccination matter after floods?

Floods can damage health facilities, disrupt outreach sessions and separate families from their usual healthcare centres. Therefore, catch-up immunisation should become an integral part of post-flood recovery.

  • Water-borne diseases such as diarrhoea, typhoid and cholera can spread rapidly when safe drinking water and sanitation systems are disrupted.
  • Japanese encephalitis, a mosquito-borne disease, can become a greater concern because stagnant water and flooded agricultural areas can create favourable mosquito-breeding conditions.
  • Overcrowded relief shelters can increase the risk of respiratory infections and other communicable diseases.
  • Children who had already missed routine doses before the floods are particularly vulnerable to further gaps.

Assam’s immunisation progress

Assam has made considerable progress in child immunisation.

  • According to the information provided, full vaccination coverage has increased to 87.7%, compared with less than half of children about a decade earlier.
  • Infant mortality has declined from 48 to 30 deaths per 1,000 live births over the same period.
  • Assam also became the first State in India to introduce an adult vaccination campaign against Japanese encephalitis, recognising that the disease affects adults as well as children.

  • Strengthen safe drinking water, sanitation, hygiene and vector control, because vaccination alone cannot prevent all post-flood diseases.
  • Use digital beneficiary and vaccine-stock records to ensure that no child is missed because of displacement.
  • Give special attention to children under five, pregnant women, displaced families and communities living in remote char areas.

Government Framework

Post-flood vaccination should be integrated into disaster management and public-health preparedness, rather than being treated as a separate activity.

The National Disaster Management Act, 2005 provides the broader institutional framework for disaster management in India, while the public-health system and immunisation programme provide the mechanisms for disease prevention and health-service continuity.

Way Forward

The central lesson is that disaster recovery does not end when floodwaters recede. Health risks can continue for weeks or months.

For Assam, protecting the gains made in immunisation requires a flood-resilient health system in which vaccination, disease surveillance, safe water, sanitation and mobile healthcare are incorporated into preparedness plans before every monsoon.
