Why in the News?

Assam is once again facing severe floods, with over 80 deaths and nearly 1.7–1.8 lakh people affected in the current episode. The unusual flooding of Sivasagar, Charaideo, Jorhat and Golaghat, including areas that are not normally among the worst affected, has renewed the debate on Assam’s long-term flood management.

Why are floods so recurrent in Assam?

Floods are a natural part of Assam’s geography. Historical references to floods exist even in the Ahom Buranjis, while the State has experienced several catastrophic floods in the modern period.

The vulnerability is created by a combination of geography, geology, climate and human intervention:

  • Heavy monsoon rainfall produces large volumes of runoff. Intense rainfall in upstream Arunachal Pradesh, Nagaland and Meghalaya can trigger sudden floods in Assam.
  • The young and fragile Himalayan geology supplies enormous quantities of sediment to the Brahmaputra system. As rivers enter the relatively flat Assam valley, their velocity decreases and sediment gets deposited, reducing channel capacity.
  • Assam is highly seismically active. The 1950 earthquake significantly altered the river system and increased flood and erosion risks.
  • The Brahmaputra has a highly dynamic channel system with numerous tributaries. The steep north-bank tributaries are particularly prone to sudden floods and carry heavy sediment loads.
  • Deforestation, mining, hill cutting and soil erosion in upstream catchments increase surface runoff and sediment flow.
  • Wetland encroachment and unplanned urbanisation remove natural flood-storage areas and obstruct drainage.
  • Roads, bridges and settlements that are designed without adequate understanding of river morphology and drainage patterns can worsen local waterlogging.

Why is the problem becoming more complex?

Assam’s flood problem is not simply about excess rainfall. Flooding and riverbank erosion are interconnected hazards. Since 1950, about 4.27 lakh hectares of land have been eroded, with an average annual erosion rate of around 8,000 hectares.

The current pattern also shows the importance of tributary floods and upstream events. Flash floods originating in neighbouring States can reach Assam rapidly, sometimes before the Brahmaputra itself reaches its peak.

Why have conventional solutions not been enough?

Assam has historically relied heavily on embankments and post-flood repairs. Embankments provide protection in many areas, but breaches can produce severe damage, while poorly planned embankments may cause drainage congestion and waterlogging.

Therefore, the objective should not be to completely “stop” floods, which is neither realistic nor ecologically desirable, but to reduce flood risk and learn to live safely with a dynamic river system.

Way Forward

  • River-basin management should replace isolated district-level flood control and involve Assam, Arunachal Pradesh, Meghalaya and other upstream regions.
  • Wetlands and floodplains should be protected as natural reservoirs rather than treated as vacant land.
  • Watershed restoration, afforestation and scientific regulation of mining can reduce runoff and sedimentation.
  • Floodplain zoning should guide where settlements, industries and critical infrastructure can safely develop.
  • Early-warning systems should move from merely forecasting rainfall to predicting its likely impact on villages, roads, embankments and evacuation routes.
  • The Flood Management and Border Areas Programme and Assam’s river-basin management initiatives should support a shift towards integrated flood and erosion management.
  • Assam should strengthen flood-resilient agriculture, elevated housing, community preparedness and local evacuation systems so that communities can live more safely with recurring floods.
