Relevance: GS-III (Environment, Energy Transition, Industrial Policy, MSMEs), Source: Ministry of Power & Energy Transition Reports, 2026

1 · What is the issue?

India has done a great job using solar and wind power for our homes and farms. However, our small and medium factories (MSMEs) still burn massive amounts of coal, gas, and diesel just to generate intense heat for boiling, melting, and drying products. This “industrial heat” causes huge pollution. To hit our Net-Zero emissions target by 2070, experts say we must urgently shift this dirty factory heat to clean electricity. This is not as simple as changing a lightbulb; it requires entirely new machines. If our MSMEs don’t adapt, their goods will soon face heavy international “carbon taxes,” making it impossible for them to sell their products abroad.

2 · How We Fix Factory Pollution

Step 1: Out with the Old Factories must slowly phase out decades-old, highly polluting coal and diesel boilers that currently generate heat and steam for manufacturing.
Step 2: Custom Green Tech Because every factory needs different temperatures, there is no “blanket solution.” Instead, they will use tailored electric boilers, heat pumps, and thermal batteries.
Step 3: Buying in Clusters Instead of one small factory buying expensive tech alone, the government will group nearby factories (clusters) together so they can share costs and buy at bulk discounts.
Step 4: Smart Financing To make this affordable, the government provides cheap loans, interest discounts, and schemes like “Heat-as-a-Service,” where factories only pay for the heat they use.

3 · Key Economic Concepts

ADEETIE Scheme

Cheap Loans for MSMEs

A ₹1,000 crore scheme that gives interest discounts (subventions) to small and medium businesses so they can easily afford modern, energy-efficient machines.

PAT Scheme

Reward for Saving Energy

Perform, Achieve, and Trade. A rule for big factories: if they manage to save more electricity than their government target, they earn certificates (ESCerts) they can sell for cash.

Heat Pumps

The Smart Tech

Instead of just burning fuel, these smart electrical devices capture waste heat floating around the factory floor and reuse it, saving massive amounts of power.

CBAM

The Export Threat

The European Union’s Carbon Border Tax. If Indian factories don’t switch to clean electricity soon, this harsh tax will make our exports too expensive to sell abroad.

Prelims Quick Facts
Nodal Agency These major energy-saving schemes (like ADEETIE and PAT) are run by the Bureau of Energy Efficiency (BEE) under the Ministry of Power.
TN PEACE Scheme Tamil Nadu’s special state-level scheme that pays factories back for conducting energy audits and subsidizes the cost of replacing old, wasteful machinery.
India Climate Dashboard Created by NITI Aayog, this is a single online platform that tracks industrial pollution and energy data to help policymakers make better laws.
Economic Weight MSMEs account for roughly 35.4% of India’s manufacturing. Helping them go green is not just about the environment; it is vital to saving jobs and the economy.
