The Ancient Buddhist Site of Sarnath in Uttar Pradesh has been inscribed on the UNESCO World Heritage List during the 48th Session of the World Heritage Committee held in Busan, South Korea. With this, Sarnath becomes India’s 45th and Uttar Pradesh’s 4th UNESCO World Heritage Site.

About Sarnath

  • The inscription of Sarnath recognises its outstanding contribution to the history of Buddhism and world heritage. 
  • It is one of the four holiest Buddhist pilgrimage sites, where Gautama Buddha delivered his first sermon, known as Dharmachakra Pravartana (Turning of the Wheel of Dharma).
  • Sarnath was included in UNESCO’s tentative list on July 3, 1998 and after 28 years on, it has been officially designated a World Heritage Site. 
  • The site of Sarnath in Varanasi first came to light during the digging carried out on the orders of Babu Jagat Singh.
    • Until now, the UP’s three WHS were the Taj Mahal, Agra Fort and Fatehpur Sikri — all in the Agra region.

About UNESCO World Heritage Sites (WHS)

    • A World Heritage Site is recognised by UNESCO for its “outstanding universal value”. 
    • It is guided by the Convention Concerning Protection of World Cultural and Natural Heritage(called World Heritage Convention).
    • The Sites fall into three categories: cultural heritage, natural heritage, and mixed heritage (cultural as well as natural).
  • Key Criteria for selection of WHS: A site must meet at least one of these criteria: 
  • Represent human creative genius, showcase cultural or historical significance, exemplify architectural, ecological, or geological importance, or contain exceptional natural beauty and biodiversity. 
  • It should contribute to human heritage, on-going natural processes, or conservation efforts.
  • Other considerations: The protection, management, authenticity and integrity of properties.

  • The UNESCO inscription includes two components:
    • Chaukhandi Stupa
    • Archaeological Remains of Sarnath, including the Dhamekh Stupa, Dharmarajika Stupa, Mulagandhakuti Vihara and the Ashokan Pillar.
  • The site was nominated by India for the 2025–26 UNESCO nomination cycle, with the ASI serving as the nodal agency.
  • It was inscribed under UNESCO World Heritage Criteria (iii) and (vi) for its exceptional testimony to Buddhist civilization and its direct association with the life and teachings of Gautama Buddha.

Why is Sarnath Significant?

  • Sarnath, one of the holiest sites of Buddhism, has recorded its significance on the global platform for heritage recognition. 
  • Sarnath, also known in ancient texts as Rishipatana, Isipatana and Mrigadava (Deer Park), is the place where Buddha delivered his first sermon and established the Buddhist Sangha.
  • It marks the beginning of the spread of Buddhism and the teaching of the Noble Eightfold Path.
  • The site contains archaeological remains dating from the 5th–4th century BCE to the 12th century CE, reflecting continuous patronage under the Mauryas, Guptas and later dynasties.
  • The famous Ashokan Lion Capital, discovered at Sarnath, was later adopted as the National Emblem of India, while the Dharma Chakra appears at the centre of the National Flag.

Importance of the UNESCO Recognition

  • The inscription strengthens India’s position as the birthplace of Buddhism and enhances its cultural diplomacy with Buddhist-majority countries such as Sri Lanka, Thailand, Myanmar, Japan, South Korea, Cambodia and Vietnam.
  • The state government stated this would strengthen Uttar Pradesh’s Buddhist Circuit on the international tourism and cultural heritage map.
  • It encourages scientific conservation, sustainable tourism and protection of the site’s Outstanding Universal Value (OUV) under the World Heritage Convention, 1972.
  • With this inscription, India now has 45 UNESCO World Heritage Sites, ranking 6th globally and 2nd in the Asia-Pacific region.
