Relevance: GS Paper 3 (Internal Security) | Source: The Indian Express
The government has set a strict deadline of March 31 to completely end Left-Wing Extremism (Naxalism/Maoism) in India. With many top leaders surrendering, this long and painful armed struggle is finally coming to an end.
- Why Did Naxalism Start in the First Place?
Naxalism grew deep inside the forests of states like Chhattisgarh, Jharkhand, and Odisha (the “Red Corridor”). It thrived because of deep sadness and anger among the local tribals:
- No Government: In these remote jungles, there were no government offices, courts, or police stations to listen to the poor.
- Injustice & Exploitation: Innocent tribals lost their lands to big dams and mines. They faced forced labour and harassment by local contractors.
- The Rebel Promise: Because the government was missing, the armed Naxals stepped in. They offered quick “justice” and protection, which made the poor tribals support them.
- How Did the Government Fix This? (The Strategy)
To defeat the Naxals, the government used a smart, three-step plan called “Clear, Hold, and Develop”:
- Clear: Heavily armed security forces went deep into the jungles to push the Naxal fighters out.
- Hold: Security forces built permanent camps inside the forests to hold the area so the Naxals could not return.
- Develop: Once the area was safe, the government built over 15,000 kilometres of roads and thousands of mobile towers to finally connect these forgotten villages to the rest of India.
- Proof that the Plan Worked (Facts for Prelims)
- Fewer Districts: Naxal violence once affected almost 200 districts. Today, it has shrunk to just 38 districts.
- Less Violence: Deaths and violent attacks have dropped by a massive 80% in the last 15 years.
- Extra Care: The government has marked 31 specific districts as “Legacy Thrust” areas. They will get special attention and extra money to ensure the violence never comes back.
- The Next Big Challenge: What Happens Now?
Guns can defeat armed fighters, but they cannot defeat anger.
- As the Naxals leave, a massive “empty space” is created in the villages.
- If the government leaves only the army or police to control these areas, the tribals will still feel scared and angry. Local mafias might also try to capture this empty space.
- The Solution (Demilitarization): The government must slowly reduce the armed forces and bring in normal, friendly administration. We need to build functioning schools, primary health clinics, and empower the local village Panchayats so tribals can rule themselves peacefully.

| Why this matters for society: True peace is not just the absence of guns. True peace means giving our poorest tribal citizens respect, land rights, and an equal share in India’s economic growth. |
| One big challenge + one way forward: The biggest risk now is that radical anger might shift to the cities (often called “Urban Naxalism”) due to joblessness. The best way forward is for the government to be highly responsive, honest, and actively listen to the peaceful demands of its citizens before they turn to violence. |
One Line Wrap (/Conclusion)
We have successfully won the military war against Maoism; now, India must use love, development, and good governance to win the peace.
“Defeating Naxalism is only half the battle; the real test lies in providing good governance in the affected areas.” Discuss this keeping in mind the government’s ‘Clear, Hold, and Develop’ strategy. (15 Marks, 250 Words)
Mains Answer hint:
- Intro: Mention the March 31 deadline to end Naxalism and how affected districts have dropped to just 38.
- Body: * The Strategy: Explain the 3 steps of Clear, Hold, and Develop (removing fighters, setting up camps, building roads/mobile towers).
- The Real Test: Explain why Naxalism started (injustice, no government presence). Discuss why the military must now slowly step back to let civil administration (doctors, teachers, panchayats) take over.
- Conclusion: Conclude that the gun can only silence the violence, but only compassionate governance and tribal empowerment can permanently kill the ideology.
