1. The Context: A Scientific Shift
The National Disaster Management Authority (NDMA) has released India’s first-ever guidelines for Disaster Victim Identification (DVI).
- The Shift: It aims to replace the chaotic “visual identification” of bodies (which is often inaccurate due to decomposition) with a standardized, scientific protocol.
- The Goal: To ensure the “Dignity of the Dead” (a right under Article 21) and provide legal closure to families of victims in mass fatality incidents (like train accidents or landslides).
2. The “Teeth” Key: Forensic Odontology
The guidelines highlight a unique solution: Teeth.
- Why Teeth? They are the hardest substance in the human body. Unlike fingerprints (which burn off) or DNA (which degrades in heat), teeth can survive extreme heat (explosions) and decomposition.
- Recommendation: The creation of a National Dental Data Registry to store dental records, allowing forensic experts to quickly match unidentified bodies with pre-existing dental histories.
3. The Protocol (INTERPOL Standard)
India adopts the global 4-Stage INTERPOL process:
- Scene Examination: Documenting where the body was found.
- Post-Mortem (PM): Collecting data from the body (Fingerprints, DNA, Teeth).
- Ante-Mortem (AM): Collecting medical/dental records from the family.
- Reconciliation: Scientifically matching PM and AM data.

Relevance for Prelims |
| Primary Identifiers | According to INTERPOL, there are only three scientifically reliable ways to identify a body: Fingerprints, Dental Records, and DNA. Visual recognition (by clothes/face) is considered a “Secondary” or unreliable method. |
| Forensic Odontology | The application of dental science to legal investigations, primarily for the identification of the dead based on unique tooth structures and fillings. |
| Parmanand Katara Case | A landmark Supreme Court judgment (1989) which established that the Right to Dignity (Article 21) extends beyond death, mandating respectful handling of bodies. |
Q. With reference to Disaster Victim Identification (DVI) protocols, which of the following are considered “Primary Identifiers” by international standards (INTERPOL)?
- Visual recognition by relatives
- Dental records (Odontology)
- Fingerprints
- DNA profiling
