The News: Six northern states have finally agreed to build the massive Kishau Dam. After eight years of fighting over money, this ₹15,000 crore mega-project will generate clean electricity, stop destructive monsoon floods, and help end Delhi’s summer drinking water shortages.

1. Why is the Kishau Dam So Important?

The Kishau Dam is a massive infrastructure project designed to capture and store the heavy monsoon rains in the upper mountains.

  • Where is it?: The 232-meter-high concrete dam will be built on the Tons River (the Yamuna’s biggest tributary), sitting right on the border of Himachal Pradesh and Uttarakhand.
  • Power and Farming: Once finished, it will generate 422 MW of clean electricity and provide enough water to irrigate over 97,000 hectares of farmland across northern India.
  • Stopping Water Waste: Right now, because there are no dams in the upper mountains, 75% of the Yamuna’s rainwater simply flows away. This causes deadly floods during the monsoons and severe water shortages in the summer.

2. How the 8-Year Fight Was Finally Resolved

For eight years, the project was stuck because states were arguing over who would pay for it and how to compensate the displaced villages.

  • The Money Fight: Earlier rules forced mountain states like Himachal Pradesh to pay hundreds of crores for the dam, even though lowland states like Haryana were getting most of the water.
  • The 90:10 Solution: The Central Government finally stepped in and declared it a “National Project.” Now, the Centre will pay 90% of the massive cost, while the six benefiting states just share the remaining 10%.
  • Sharing the Water: The saved water has been carefully divided. Haryana gets the most to boost its farming, while Delhi gets a guaranteed supply to help solve its daily drinking water crisis.

Value Box: Key Constitutional & Policy Facts
Article 262 A special constitutional rule that gives Parliament (not the courts) the power to make laws and solve disputes over sharing river waters between states.
Upper Yamuna River Board A central government body created in 1994. Its main job is to ensure the Yamuna’s water is distributed fairly among the six states, especially during dry summers.
Dam Safety Act, 2021 Because the Kishau Dam is being built in the highly earthquake-prone Himalayan mountains (Seismic Zone IV/V), this law forces strict, continuous safety checks to prevent disasters.

Practice MCQ

Q. Consider the following statements regarding river water disputes and the Kishau Project:

  1. The Kishau Dam is being constructed on the Tons River, which is the largest tributary of the Yamuna.
  2. Article 262 of the Indian Constitution gives the Supreme Court the direct power to solve all inter-state river water disputes.

Which of the statements given above is/are correct?

(a) 1 only     (b) 2 only     (c) Both 1 and 2     (d) Neither 1 nor 2

Answer: (a) 1 only
Hint: Statement 1 is perfectly correct. Statement 2 is incorrect because Article 262 actually gives the Parliament (not the Supreme Court) the power to create laws and tribunals to resolve inter-state river water disputes.
