1 · What is the news?

The Supreme Court recently formed a high-powered expert committee to figure out the exact boundaries of the Aravalli hills to save them from the greedy real estate and mining mafias.
But there is a huge problem! To ask the local villagers and Adivasis for their problems and feedback, the committee gave them just 21 days to fill out a Google Form or send an email. Environmentalists are very upset. They are asking a simple, human question: How can poor, rural villagers who lack smartphones and internet access fill out online forms to save their own homes?

2 · How Did We Reach Here?

Step 1: The Aravalli Dispute (Defining a Hill)
Builders tried to wrongly redefine the Aravallis (e.g., saying a hill must be 100m tall) just to exclude forest lands and clear them for mining.
Step 2: SC Forms an Expert Panel
To stop this mischief, the Supreme Court froze all new mining and set up a committee under Kanchan Devi to accurately map the boundaries.
Step 3: The ‘Google Form’ Blunder
Instead of visiting villages, the committee asked for public feedback using only emails and Google Forms within a strict 21-day deadline!
Step 4: Digital Exclusion of the Poor
Adivasi and pastoral communities are completely left out. You simply cannot capture their grassroots suffering through an online form!

3 · Key Governance Concepts

The Natural Wall
Stopping the Desert
The Aravalli range acts as a massive natural shield. Without it, the dry sand of the Thar Desert will easily blow eastward and destroy the fertile farming plains of North India!
EIA & Jan Sunwai
Physical Hearings Matter
The law (EIA 2006) mandates that we must hold a physical “Jan Sunwai” (public hearing) for big projects. Using only Google forms destroys this democratic right of our rural citizens.
Precautionary Principle
Safety First Approach
The Supreme Court ordered a complete freeze on new mining until the report is ready. This is the “Precautionary Principle”—if we are unsure about environmental damage, we must stop and be safe first!
The Digital Divide
Flawed E-Governance
E-Governance is great, but relying only on the internet in remote tribal areas becomes a tool of exclusion. It silences the most vulnerable voices who do not have digital literacy.

UPSC Prelims Quick Facts: Environment & Laws
Aravalli Expert Panel A high-powered committee constituted by the Supreme Court, chaired by Kanchan Devi (DG, ICFRE), to legally define and demarcate the Aravalli hills.
Forest Act, 1980 Accurate mapping is needed so even small hills, ridges, and fractured rocks are legally classified as “forests” and protected from mining diversion.
Article 48A (DPSP) Directs the State to protect and improve the environment and to safeguard the forests and wildlife of the country.
EIA Notification 2006 Makes physical “Public Consultation” a mandatory and binding step for major projects, ensuring affected local communities are heard.

MCQ Practice Question
Q. With reference to environmental governance and the Aravalli range in India, consider the following statements:

  1. The Aravalli mountain range plays a critical ecological role in checking the eastward expansion of the Thar Desert.
  2. The “Precautionary Principle” in Indian environmental law mandates that a lack of scientific certainty should not be used as a reason to postpone environmental protection.
  3. Under the Environmental Impact Assessment (EIA) Notification 2006, the mandatory public consultation process can be entirely replaced by digital online forms without holding physical hearings.

Which of the statements given above is/are correct?
(a) 1 and 2 only    (b) 2 and 3 only    (c) 1 and 3 only    (d) 1, 2 and 3

Answer: (a) 1 and 2 only

  • Statement 1 — Correct: The Aravallis run diagonally across the northwest, acting as a natural shield preventing the Thar Desert from expanding eastward into the fertile plains.
  • Statement 2 — Correct: The Precautionary Principle is a core doctrine of Indian environmental law (under Article 21). It means you must play it safe and pause harmful activities even if full scientific proof is still pending!
  • Statement 3 — Incorrect (the trap): Public Consultation (Jan Sunwai) is a mandatory physical process under the EIA Notification 2006 for affected communities. Replacing it completely with digital forms violates the very spirit of the law!
