Numaligarh Refinery Expansion 2027

The Numaligarh Refinery Limited expansion project is expected to be commissioned by 31 March 2027, along with the 1,635-kilometre Paradip–Numaligarh crude oil pipeline. The expansion will increase the refinery’s capacity from 3 million tonnes to 9 million tonnes per annum, effectively tripling its refining capacity.

What is the Project?

The project is one of the largest energy investments in Northeast India and was approved by the Cabinet Committee on Economic Affairs in 2019.

• The Paradip–Numaligarh pipeline will transport imported crude oil from Paradip in Odisha to Numaligarh in Assam, strengthening the refinery’s feedstock security.
• The upgraded Numaligarh–Siliguri product pipeline can now transport 5.5 million tonnes per annum, supporting movement of petroleum products towards eastern and northeastern markets.
• The expansion is expected to improve the availability of petroleum products in the Northeast, reduce logistical constraints and support industrial growth.

• The project is spearheaded by Numaligarh Refinery Limited with support from Oil India Limited and forms part of the Hydrocarbon Vision 2030 for the Northeast.

Objectives & Products

The project aims to strengthen energy security, regional connectivity and downstream petroleum capacity while supporting economic development in the Northeast.

• The expanded refinery will process crude oil into products such as petrol, diesel and other petroleum products for domestic markets.
• The project also includes a petrochemical component, including a proposed polypropylene unit, enabling greater value addition from petroleum feedstock.
• The associated second-generation bamboo biorefinery at Numaligarh seeks to produce ethanol from non-food bamboo biomass, creating an important link between agriculture, bioenergy and rural livelihoods.

About Numaligarh Refinery Limited (NRL) 

• It is a public sector oil refinery situated in Numaligarh, Golaghat district, operating as a subsidiary of Oil India Limited.
• The refinery’s origins trace back to the Assam Accord of 1985, which envisioned a facility to utilize local crude resources and promote industrial growth in Assam
• Incorporated in 1999 as a joint venture between Bharat Petroleum Corporation Limited (BPCL) and the Government of Assam.
• Ownership evolved when Oil India Limited acquired a 69.63% stake, while the Government of Assam retained 26% and Engineers India Limited held 4.37%.
• NRL was accorded ‘Navratna’ status, in December 2025, elevating it from Miniratna. It becomes the 27th Central Public Sector Enterprise (CPSE) to be accorded the status.

Why Does it Matter for Assam?

The project can reduce dependence on distant supply chains, create employment, strengthen energy infrastructure and provide a larger market for petroleum products in the Northeast. The bamboo biorefinery can additionally support farmers, bamboo cultivation and cleaner fuel production.
