1 · What is the news?

Let us understand the big news first. At the 2026 World AI Conference in Shanghai, China officially launched its very own international organization called the World Artificial Intelligence Cooperation Organisation (WAICO).

A total of 29 countries—including Russia, Brazil, South Africa, and Pakistan—have joined hands as founding members. And the United States was left out.

For the first time, instead of just following rules made by the West, China is stepping in early to write the global rules for Artificial Intelligence. They are actively reaching out to developing nations (the Global South) by promising shared technology and free training.

2 · Why Are We Seeing Two Separate AI Camps?

Step 1: Western Restrictions on Tech (The Spark)
The U.S. and its allies put strict bans on exporting advanced AI chips and models, saying it is necessary for “national security”.
Step 2: China Launches WAICO (The Counter-Move)
To fight back against these restrictions, Beijing creates WAICO with 29 member nations, promoting an alternative global platform.
Step 3: Helping the Global South (Building Friends)
China promises 5,000 AI training slots to developing nations over five years, presenting itself as a helpful and generous tech partner.
Step 4: A Divided Digital World (The New Reality)
The world splits into two clubs: U.S.-led groups (like GPAI) focused on strict safety standards vs. China’s WAICO focused on tech access.

3 · Key Issues Explained Simply

Early Rule-Making
Why Jump in Now?
In older fields like global banking, China tried to challenge established bodies like the World Bank very late. But AI is still brand new! By building WAICO today, Beijing gets to shape global standards from day one.
“National Security” Excuse
The Anthropic Example
China argued that the U.S. uses “national security” unfairly to block tech. For instance, U.S.-based company Anthropic suddenly blocked its new ‘Mythos 5’ AI model from non-U.S. citizens after government orders.
What is GPAI?
The Western Alternative
The Global Partnership on Artificial Intelligence (GPAI) is the existing global alliance (where India is a founding leader). It focuses on safe, responsible AI built on democratic values and data privacy.
India’s Delicate Position
Walking a Tightrope
This puts India in a tricky spot. While we agree with the Global South that AI technology should be affordable and accessible, our national laws strictly align with Western democracies on protecting user privacy and preventing state surveillance.

UPSC Prelims Quick Facts: Must-Know Points
WAICO Basics World Artificial Intelligence Cooperation Organisation. Launched in Shanghai (2026) by China with 29 nations, excluding the U.S.
Global South Pledge China has officially pledged to provide 5,000 AI training opportunities over five years to developing countries to help bridge the digital divide.
India in GPAI India is a founding member and a lead chair of the GPAI (Global Partnership on AI), hosting global summits to support safe, trusted, and transparent AI.
Tech Denial Fears Many developing nations worry that strict U.S.-led “AI safety” rules will be used as a tool for technology denial, keeping poorer countries behind.

MCQ Practice Question
Q. With reference to global governance mechanisms for Artificial Intelligence (AI), consider the following statements:

  1. The World Artificial Intelligence Cooperation Organisation (WAICO) was launched by China as an international AI body with the United States as one of its founding members.
  2. India is a founding member of the Global Partnership on Artificial Intelligence (GPAI), an international initiative supporting responsible AI development.
  3. WAICO specifically aims to foster AI capacity building by offering training opportunities to developing nations of the Global South.

Which of the statements given above is/are correct?
(a) 1 and 2 only    (b) 2 and 3 only    (c) 1 and 3 only    (d) 1, 2 and 3

  • Statement 1 — Incorrect (the trap): While 29 countries signed the founding agreement for WAICO in Shanghai, the United States was conspicuously excluded from the organization!
  • Statement 2 — Correct: India is indeed a founding member of the GPAI (launched in 2020) and plays a leading role in promoting democratic, transparent, and safe AI standards globally.
  • Statement 3 — Correct: A major part of China’s WAICO strategy is to appeal to developing nations by pledging 5,000 AI training opportunities and tech cooperation over the next five years.
