Why in the News?

A comprehensive proposal titled “Project Flood Free Guwahati” has suggested a scientific and integrated urban drainage system to tackle Guwahati’s recurring urban floods through modern engineering and watershed-based planning.

Every monsoon, Guwahati witnesses severe urban flooding, with roads submerged, traffic disrupted and thousands of residents affected. Although heavy rainfall is a natural phenomenon, the city’s flooding is largely human-induced, resulting from unplanned urbanisation, encroachment of wetlands, inadequate drainage infrastructure and poor stormwater management.

The proposed Project Flood Free Guwahati offers a long-term engineering solution by managing rainwater from the hills to the Brahmaputra River through an integrated drainage network. Instead of pumping water after flooding occurs, the project focuses on intercepting runoff at its source, making flood management preventive rather than reactive.

Why Does Guwahati Experience Urban Flooding?

Several geographical and human factors combine to make Guwahati highly vulnerable.

  • The city is surrounded by hills, causing rainwater to flow rapidly into low-lying urban areas.
  • Rapid urbanisation has reduced natural drainage channels and wetlands.
  • Encroachment of beels and floodplains has diminished the city’s natural water storage capacity.

What is Project Flood Free Guwahati?

Project Flood Free Guwahati is a city-wide flood management proposal based on scientific drainage planning, modern tunnelling technology, and watershed management.

The project proposes that rainwater should be intercepted immediately after it flows down the hills and safely channelled into the Brahmaputra River through an integrated drainage corridor.

Its objective is to transform Guwahati into a climate-resilient, flood-resilient and sustainable city.

Seven-Pillar Drainage Strategy

The project proposes a seven-layer integrated drainage system.

  • Catchment Drains: These drains intercept rainwater at the foothills before it enters residential areas. They reduce the speed and volume of surface runoff.
  • Stormwater Drains: These collect water from catchment drains and transport it to the main drainage network. They help regulate water flow across different parts of the city.
  • Reinforced Cement Concrete (RCC) Open Drains: Large open drains act as the primary drainage corridors. They are designed to carry peak monsoon discharge without overflowing.
  • Cut-and-Cover Tunnels: These underground drainage tunnels are proposed in densely populated areas where open drains are not feasible.
  • The surface above the tunnels remains available for roads and public use.
  • Tunnel Boring Machine (TBM)-Based Tunnels: They are specialised machines used for constructing underground tunnels with minimal surface disturbance. Similar technology is used in metro rail projects.
    • These tunnels can safely carry floodwater beneath hills and densely populated neighbourhoods directly to the river.
  • Syphons and Aqueducts: Syphons allow water to cross beneath existing obstacles.
  • Aqueducts carry drainage channels over roads, railways and water bodies, functioning like elevated pathways for water.
  • Desilting Chambers: These chambers trap sediments before they enter tunnels.
    • Mechanised cleaning systems ensure long-term maintenance and prevent blockage of drains.

Phased Implementation

  • To ensure practical execution, the project divides Guwahati into three drainage zones.
  • Phase I Covers: Geetanagar, Noonmati, Narangi, Bamunimaidan, Chandmari, Rajgarh,m Bhangagarh.
  • Phase II Covers: Six Mile, Khanapara, Beltola, Basistha, Ganeshguri, Hatigaon, Dispur.
  • Phase III Covers: Lokhra, Garchuk, Kahilipara, Paltan Bazar, Machkhowa, Fatasil

Each phase is designed to provide immediate flood relief without waiting for completion of the entire project.

Importance of Wetlands

  • Guwahati’s wetlands, including Deepor Beel (a Ramsar Site), naturally absorb excess rainwater.
  • Protecting wetlands can: Reduce urban flooding, Recharge groundwater, Improve biodiversity, Enhance climate resilience.

Wetland conservation should therefore become an integral part of urban flood management.
