The Assam Cabinet has approved the Assam Sustainable Wetland and Integrated Fisheries Transformation Project, aimed at restoring and improving the management of at least 102 derelict community beels across the State.

The project has an estimated cost of ₹796.88 crore, with ₹637.504 crore financed through an Asian Development Bank loan and ₹159.376 crore contributed by the Assam Government. The project is designed to combine wetland restoration with better fisheries-based livelihoods. 

What is the SWIFT Project?

The project focuses on Assam’s floodplain wetlands, locally known as beels, which are important for fish production, water storage, biodiversity and the livelihoods of fishing communities.

The project will work through three broad areas:

• Community-based wetland management will be strengthened through better institutions, regulations and monitoring of beel health.
• Fisheries-based livelihoods will be improved through stronger cooperatives, better fishing equipment, processing, marketing, branding and value addition.
• Nature-based restoration will address problems such as siltation, excessive aquatic vegetation and poor water connectivity with rivers. 

Why are Beels Important for Assam?

Beels are more than water bodies. They function as natural water-storage systems, support aquatic biodiversity and provide food and income to thousands of rural households.

However, siltation, loss of river connectivity, declining water depth and degradation of wetland habitats can reduce their fish productivity and ecological functions. Assam’s fisheries department has identified restoration and improved water connectivity as important measures for increasing fish production and water-storage capacity. 

Who Will Benefit?

• The project has been designed to improve the livelihoods of at least 8,000 beel-dependent beneficiaries. 
• It also seeks greater participation of women and marginalised groups in fisheries-related economic activities. 
• The project can therefore create a link between wetland conservation and rural income generation rather than treating environmental protection and livelihoods as separate goals.
