1 · What is the news?

Recently, Chinese Artificial Intelligence (AI) models like DeepSeek and Kimi K3 have shocked the tech world. Kimi K3 is incredibly powerful, matching top American AI models but at a fraction of the cost. This has sparked a fierce global tech war.
The US is actively trying to block China’s access to advanced computer chips to slow them down. In response, China is freely sharing its AI models with developers worldwide to win global influence. For India, this rivalry is a huge wake-up call. Instead of just consuming American or Chinese technology, India is urgently rushing to build its own “Sovereign AI” – a secure, homegrown digital brain that empowers our local startups and keeps Indian data safe.

2 · The Geopolitical Tech War

Step 1: The US Blockade
To maintain dominance, the US government strictly restricts selling advanced semiconductor chips (like Nvidia) to Chinese tech companies.
Step 2: The Chinese Workaround
Chinese firms bypass these bans by quietly renting computing power through cloud providers, successfully building massive models like Kimi K3.
Step 3: The ‘Open-Weight’ Strategy
Instead of hiding it, China shares the core “brain” of its AI for free. This attracts developers globally, making them reliant on Chinese tech.
Step 4: India’s Sovereign Response
To avoid tech slavery, India launches the IndiaAI Mission. The goal is to build our own supercomputers and AI models tailored for Indians.

3 · Key AI Concepts

Open-Weight Models
The Downloadable Brain
Unlike “closed” models where you pay a company every time you ask a question, open-weight models let you download the AI’s core knowledge and run it privately on your own computer.
Parameters
The AI’s Brain Cells
Parameters are the millions of numerical values an AI learns during its training. Kimi K3 has a massive 2.8 trillion parameters, making its reasoning skills exceptionally sharp.
Sovereign AI
India’s Tech Independence
Building our own computing infrastructure (GPUs) and AI models so we do not have to rely on the US or China. It ensures our citizens’ data stays within our borders.
AI for MSMEs
The Next UPI
Just like UPI revolutionized digital payments for everyone, India aims to provide cheap, ready-to-use AI tools to local small businesses to boost the grassroots economy.

UPSC Prelims Quick Facts: India AI Mission
GPU Expansion Under the IndiaAI Mission 2.0, the government is adding 20,000 new GPUs to democratize computing power for local startups and students.
Safe & Trustworthy AI To fight against deepfakes and algorithmic bias, India is establishing 27 Data & AI Labs to ensure AI respects privacy under Article 21.
Indigenous Models Platforms like Bhashini and BharatGen are being developed to create AI solutions specifically trained on Indian languages and cultural datasets.
DPI Approach India treats AI as a Digital Public Infrastructure (DPI), meaning it should be treated as a public good rather than a monopolized corporate product.

MCQ Practice Question
Q. With reference to Artificial Intelligence models and India’s technology strategy, consider the following statements:

  1. An “open-weight” AI model provides free access to its learned parameter weights, allowing developers to run and customize the model locally.
  2. The IndiaAI Mission focuses exclusively on importing advanced US models rather than building indigenous computing capacity.
  3. The concept of ‘Sovereign AI’ aims to develop localized computing infrastructure to reduce dependence on foreign tech monopolies.

Which of the statements given above is/are correct?
(a) 1 and 2 only    (b) 1 and 3 only    (c) 2 and 3 only    (d) 1, 2 and 3

Answer: (b) 1 and 3 only

  • Statement 1 — Correct: Open-weight models share their learned parameters publicly, giving developers flexibility without needing to release the original training data.
  • Statement 2 — Incorrect (the trap): The IndiaAI Mission is specifically designed to build indigenous capacity, such as procuring GPUs and developing local models, rather than relying on foreign imports.
  • Statement 3 — Correct: Sovereign AI is about digital independence—ensuring a country controls its own AI infrastructure, data, and governance.
