The Assam Government has issued the operational guidelines for the Mukhya Mantri Nijut Moina Aasoni and Mukhya Mantri Nijut Babu Aasoni schemes to improve access to higher education and reduce student dropouts.

The Mukhya Mantri Nijut Moina Aasoni and Mukhya Mantri Nijut Babu Aasoni are flagship scholarship schemes of the Government of Assam, implemented by the Higher Education Department. The schemes provide monthly DBT assistance to eligible students studying in government and provincialised higher educational institutions across the State.

Key Features

  • The Nijut Moina Aasoni launched in 2024 supports girl students pursuing Higher Secondary, undergraduate, postgraduate and government polytechnic courses.
    • It is implemented by the Higher Education Department of Assam which is appointed as its nodal department.
  • The main objective of Nijut Moina Scheme are: 
    • To encourage the girl students for higher education and increase their enrollment.
    • To reduce the dropout numbers.
    • To increase the state’s Gross Enrollment Ratio (GER).
    • To combat social evil of child marriage.
  • The Nijut Babu Aasoni supports economically weaker male students pursuing undergraduate and postgraduate studies.
    • It was announced by the Chief Minister on 1 January 2026.
    • The main objective of this scheme is to counter the Gender imbalance across the state and encourage male students towards Academics.
    • The government will provide monthly financial assistance in the form of a scholarship to eligible male students to help them buy stationery, books, and other academic needs.
  • Both the schemes aim to improve the GER, reduce student dropouts and promote equitable access to higher education, in line with the National Education Policy (NEP) 2020.

Financial Assistance

  • Under the Nijut Moina Aasoni, eligible students receive:
    • ₹800 per month for Higher Secondary.
    • ₹1,250 per month for undergraduate courses.
    • ₹2,500 per month for postgraduate courses.
    • Government polytechnic students receive ₹800 per month in the first two years and ₹1,250 per month in the third year.
  • Under the Nijut Babu Aasoni, eligible students receive:
    • ₹1,000 per month for undergraduate courses.
    • ₹2,000 per month for postgraduate courses.

Eligibility and Implementation

  • Financial assistance is transferred through Aadhaar-enabled DBT into Aadhaar-linked bank accounts.
  • Students must maintain at least 70% attendance, follow institutional rules and demonstrate good conduct to continue receiving benefits.
  • Educational institutions are responsible for verifying applications, monitoring eligibility and updating beneficiary records.
