| Relevance: GS Paper III — Internal Security, Cross-Border Terrorism, Security Agencies | Source: PIB / The Hindu, July 2026 |
1 · What happened?
| On 6 July 2026, the National Investigation Agency (NIA) filed a fresh, supplementary chargesheet in a Jammu court, officially naming Hafiz Saeed as a key accused in the tragic 2025 Pahalgam terror attack. Saeed is the notorious founder of the Pakistan-based terror group Lashkar-e-Taiba (LeT).
He has been charged personally, as well as the head of LeT and its shadow group, The Resistance Front (TRF). This new document adds powerful evidence to the massive chargesheet that was filed earlier in December 2025. |
2 · The Attack, the Culprits, and the Laws Used
| On 22 April 2025, heavily armed terrorists attacked tourists in the beautiful Baisaran meadow near Pahalgam, Jammu & Kashmir. Heartbreakingly, 25 tourists and 1 local innocent lost their lives. The NIA has called this a targeted, religion-based killing planned directly from across the border. |

The Investigator
NIA’s Role
Created after the 26/11 attacks, the NIA works under the Home Ministry. A 2019 rule change gave it power to investigate terror cases abroad and seize terror-linked properties.

India’s Action
Striking Back
India hit back hard with Operation Sindoor (May 2025), targeting terror camps in Pakistan. Soon after, Operation Mahadev eliminated the three Pakistani attackers in J&K.

The Legal Weapons
BNS & UAPA
For the first time, BNS Section 113 defines a terrorist act in our daily criminal law. Saeed is also charged with waging war against India under the strict UAPA.
|
The Terror Web
LeT and TRF
The Resistance Front (TRF) is a shadow group created by LeT to make their terror attacks look like local conflicts. The NIA has exposed this direct link to Pakistan.
|
- Strong Evidence: The new chargesheet uses digital records, scientific proof, and ground reports to directly link Saeed to the attack’s planning.
- Who else is charged? The earlier December 2025 list included a Pakistani handler, the three killed attackers, and two local helpers who were arrested.
- Saeed’s Dark Past: He is the mastermind behind the horrific 26/11 Mumbai attacks (2008). Though currently sitting in a Pakistani jail for terror funding, he continues to run his deadly networks.
- Global Terrorist: The United Nations declared him a global terrorist in 2008. India has been fighting for his extradition for years.
