Syllabus: GS –III & V: Energy Security

Why in the News?

The Union Government mandated a shift from Liquefied Petroleum Gas to Piped Natural Gas in areas with pipeline access due to supply disruptions linked to West Asia tensions.

Background: Policy Push for PNG

  • The Natural Gas and Petroleum Products Distribution Order, 2026 mandates:
    • 3-month deadline to switch from LPG to PNG in notified areas.
    • Mandatory surrender of LPG if both connections exist.
  • Objective:
    • Ensure equitable LPG supply to underserved regions.
    • Promote fuel diversification for long-term energy security.

What is PNG?

  • Piped Natural Gas (PNG): Natural gas supplied through pipelines directly to households.
  • Part of City Gas Distribution (CGD) networks, regulated by the Petroleum and Natural Gas Regulatory Board.

Key Advantages of PNG

  • Convenience: No booking, storage or handling of cylinders.
  • Cost-effective: Lower consumption cost than LPG.
  • Safety: Reduced risk of leakage and explosion.
  • Environmental benefits:
    • Lower carbon emissions
    • Reduced transportation of cylinders
  • Prevents hoarding and supply chain leakages.

Assam’s Current Scenario: Gap Between Policy and Reality

  • PNG penetration remains low in Assam, especially in Guwahati.
  • Domestic PNG connections in Upper Assam: < 65,000 households.
  • Around 30,000 households registered but are facing delays.
  • Delay in Barauni–Guwahati pipeline affected rollout timelines.

Key Challenges

  • Slow infrastructure development (pipeline laying).
  • Right of Way (RoW) issues for pipelines.
  • Urban-rural disparity in access.
  • Continued dependence on LPG, leading to shortages.

Recent Developments & Expansion Efforts

  • PNG expansion planned in 7 districts:
    • Kamrup Metropolitan, Dibrugarh, Tinsukia, Jorhat, Sivasagar, Golaghat, Tezpur.
  • Target:
    • 12,500 new connections, including 6,000 in Guwahati.
  • Implementing agencies:
    • Assam Gas Company Limited
    • Purba Bharati Gas Private Limited
    • North East Gas Distribution Company Limited

Significance

  • Energy Security: Reduces dependence on imported LPG.
  • Rural Equity: Frees LPG cylinders for rural and remote areas.
  • Economic Stability: Helps restaurants and businesses facing LPG shortages.
  • Climate Goals: Supports India’s clean energy transition.
  • Urban Efficiency: Enables reliable and uninterrupted cooking fuel supply.

Way Forward

  • Ensure time-bound completion of pipelines under the 2026 Order.
  • Strengthen last-mile connectivity in urban and peri-urban areas.
  • Promote public awareness to build trust in PNG.
  • Integrate PNG expansion with Smart City and urban planning frameworks.
  • Improve coordination between State agencies and PNGRB-authorised entities.

Exam Hook

  • PNG is part of the City Gas Distribution networks.
  • Policy shift driven by energy security + global supply disruptions.
  • Assam reflects implementation challenges in infrastructure rollout.

Mains Question

“Transition from LPG to PNG is not merely a fuel shift but a structural reform in India’s energy security. Discuss with reference to Assam.”

One Line Wrap

Assam’s PNG push highlights the intersection of energy security, infrastructure gaps, and the urgent need for sustainable urban fuel systems.
