The Ministry of Mines is launching India’s first auction of offshore mineral blocks, opening a new phase in the exploration of mineral resources beneath India’s maritime areas.

The move comes at a time when global demand for critical minerals is rising rapidly because of the expansion of renewable energy, electric vehicles, advanced electronics and other high-technology industries.

What Are Offshore Minerals?

Offshore minerals are mineral resources located beneath the seabed or within India’s maritime zones. They can include economically important minerals such as cobalt, nickel, manganese, copper and rare earth elements. These minerals are increasingly important because they are used in:

  • Electric vehicle batteries and energy-storage systems, particularly minerals such as nickel and cobalt.
  • Renewable-energy technologies, including components used in clean-energy systems.
  • Advanced electronics, where rare earth elements have several specialised applications.
  • Strategic and defence industries, where secure access to critical minerals is important for technological capabilities.

India’s First Auction

As part of the first phase, two offshore mineral blocks in the Andaman Sea region are being offered for Composite Licences.

A Composite Licence permits systematic exploration of a mineral area and can provide a pathway towards subsequent mining activities when commercially viable resources are established. The auction is expected to:

  • Encourage systematic exploration of India’s offshore mineral potential.
  • Attract private investment and advanced technologies into offshore mineral exploration.
  • Reduce excessive dependence on imported critical minerals.
  • Strengthen India’s domestic mineral supply chains.
  • Support future industrial sectors such as clean energy, electric mobility and advanced manufacturing.

Why Is This Important for India?

  • India has significant demand for minerals but remains dependent on imports for several critical resources.
    • This creates vulnerabilities when global supply chains are disrupted or when a small number of countries dominate production and processing.
  • Developing domestic and offshore resources can therefore strengthen mineral security, but exploration must also account for the environmental sensitivity of marine ecosystems.
  • The government will need to balance resource extraction with marine biodiversity conservation, pollution control, coastal livelihoods and sustainable ocean governance.

Exam Hook: Key Takeaway

India’s first offshore mineral auction marks a shift towards diversifying domestic mineral sources and strengthening supply chains for critical minerals required by the clean-energy and technology sectors.

One-line wrap: India is looking beneath its seas for the minerals needed above ground to power its clean-energy, electric-mobility and high-technology future.
