1 · What is the issue?

India currently buys nearly half of its natural gas from other countries, which costs us thousands of crores. At the same time, our villages generate massive amounts of organic waste like cow dung, crop stubble, and municipal garbage, which often just rots or gets burned, causing pollution.
To solve both problems cleverly, the Union Cabinet has approved a massive ₹23,731 crore ‘GOBARdhan’ scheme.

2 · The Bioenergy Cycle

Step 1: Collecting the Waste
Instead of burning crop stubble (parali) or throwing away cattle dung, farmers and municipalities collect this organic waste to sell to local biogas plants.

Step 2: Creating the Gas (CBG)
The waste decomposes in a large plant and releases gas. This gas is carefully purified and highly compressed to create Compressed Biogas (CBG).

Step 3: The Perfect Replacement
Because purified CBG is chemically identical to the regular natural gas (CNG) we use today, it can easily run our cars, auto-rickshaws, and factory machines.

Step 4: The Blending Mandate
To guarantee a permanent market, the government has made it a strict rule for city gas companies to mix 5% CBG into their regular gas pipelines by 2028-29.

3 · Key Bio Energy and Economic Concepts

Compressed Biogas (CBG)
The Green Fuel
An eco-friendly fuel made by purifying and compressing organic waste. It has the exact same energy power and chemical properties as normal CNG.
Mandatory Blending
A Guaranteed Market
A government rule that forces city gas companies to legally mix CBG into our normal cooking and vehicle gas. This ensures producers will always have buyers.
Administered Pricing
Stable Income
The government has fixed a stable buying price (₹2,110 per MMBTU) for 10 years, ensuring that investors and farmers are not hurt by sudden global market crashes.
Import Substitution
Saving Forex
By making our own gas from village waste, India saves billions of dollars of Foreign Exchange (Forex) that would otherwise be sent to foreign countries to buy crude oil.

Nodal Ministry The scheme will be under the administrative control of the Ministry of Petroleum and Natural Gas (MoPNG), running for a 10-year period (2026 to 2036).
Capital Subsidy Eligible new (greenfield) CBG plants will receive a massive financial boost of up to ₹2 crore per tonne per day (TPD) of installed capacity to help cover machinery costs.
SATAT Initiative A previously launched government initiative specifically designed to push Compressed Biogas as a mainstream fuel for the transportation sector.
MDA Scheme The Market Development Assistance (MDA) scheme ensures that the leftover organic manure from biogas plants is commercially profitable for farmers to use as fertilizer.
