Why in the News?
The recurring floods in Assam and the debate over the adequacy of Central disaster financing have once again highlighted the need to shift from post-disaster relief to long-term flood resilience and climate adaptation. Although Assam receives substantial support through disaster relief funds, recurring floods and riverbank erosion continue to cause large-scale human and economic losses.
Understanding Assam’s Flood Challenge
Floods are a natural phenomenon in Assam because of the Brahmaputra River system, heavy monsoon rainfall and Himalayan geography. However, climate change, rapid urbanisation, riverbank erosion and environmental degradation have made floods more frequent and destructive.
According to the Assam State Disaster Management Authority (ASDMA):
- 39.58% of Assam’s geographical area (about 31.05 lakh hectares) is flood-prone.
- This is nearly four times higher than the national average.
- The 2022 floods affected more than 88 lakh people, submerged nearly 2.2 lakh hectares of cropland, and caused 181 deaths.
- Between 2013 and 2022, floods and landslides claimed 838 lives in Assam.
Across India, floods account for nearly 40% of all natural disaster-related economic losses, making them one of the country’s biggest developmental challenges.
How Disaster Financing Works in India
India follows a two-tier disaster financing system under the Disaster Management Act, 2005.
- State Disaster Response Fund (SDRF) is the primary source of funding for immediate disaster relief.
- It operates under the recommendations of the Finance Commission.
- It provides money for: Search & rescue operations, Relief camps, Temporary shelters, Food, drinking water and emergency medical support, Immediate restoration of public infrastructure.

- General Category States: Centre : State = 75 : 25
- Special Category States (including Assam): Centre : State = 90 : 10
This higher Central contribution recognises the geographical and disaster vulnerability of Northeastern States.
- National Disaster Response Fund (NDRF) provides additional financial assistance when a disaster is declared to be of a severe nature. It is released only after:
- Assessment by an Inter-Ministerial Central Team.
- Approval by the Central Government.
How Much Assistance Has Assam Received?
Over the past decade:
- Annual SDRF releases to Assam have gradually increased from around ₹200 crore per instalment to ₹500–800 crore annually.
- After the 2022 Assam floods, the Centre sanctioned around ₹520 crore from the National Disaster Response Fund.
- Overall, Assam has received ₹5,000–6,500 crore through SDRF over the last decade.
Although Assam enjoys the 90:10 funding pattern, its total allocation remains lower than some larger States because Finance Commission allocations depend upon several criteria.
How are SDRF Allocations Decided?

- Population
- Geographical area
- Past disaster expenditure
- Disaster risk index
Since population and geographical area carry significant weight, larger States often receive higher allocations even if they face fewer floods.
For example:
- Maharashtra receives over ₹1,400 crore annually.
- Uttar Pradesh receives more than ₹800 crore.
- Madhya Pradesh receives nearly ₹800 crore.
Assam, despite facing annual floods, receives comparatively lower baseline allocations.
Why is Disaster Financing Alone Not Enough?
Financial assistance provides immediate relief but cannot permanently reduce flood risk.
Several structural challenges remain:
Riverbank erosion is inadequately covered
- The Brahmaputra and Barak rivers erode thousands of hectares every year.
- River erosion is often treated as a gradual process rather than a sudden disaster.
- As a result, many displaced families do not receive adequate rehabilitation support.
Relief funds cannot be used for permanent reconstruction
SDRF and NDRF are mainly meant for:
- Emergency response.
- Temporary restoration.
- Immediate humanitarian assistance.
They generally cannot finance permanent infrastructure rebuilding or long-term climate adaptation projects.
Why Does Assam Continue to Face Severe Floods?
Several factors combine to increase flood intensity.
Natural factors
- Heavy monsoon rainfall.
- The Brahmaputra carries one of the world’s highest sediment loads.
- Frequent earthquakes alter river channels.
- Young Himalayan rivers bring enormous quantities of silt.
Human-induced factors
- Deforestation.
- Encroachment of wetlands.
- Riverbank erosion.
- Unscientific embankments.
- Climate change is increasing extreme rainfall events.

Several initiatives aim to reduce flood vulnerability.

- Strengthen river basin management across the Brahmaputra and Barak systems.
- Restore wetlands, floodplains and forests to improve natural water storage.
- Promote bio-engineered embankments instead of relying solely on conventional structures.
- Expand flood forecasting using satellite imagery, artificial intelligence and Geographic Information Systems.
- Implement Flood Plain Zoning to regulate construction in vulnerable areas.
- Support climate-resilient agriculture and improve rehabilitation for erosion-affected families.
Only a combination of scientific planning, ecosystem restoration, resilient infrastructure and adequate disaster financing can reduce Assam’s long-term flood vulnerability.
