Why in the News?

Assam and the wider Northeast are witnessing a dramatic shift in clean energy access with the expansion of CNG and PNG infrastructure, the completion of major natural gas pipelines, and fresh investments that are finally integrating the region with India’s national energy grid.

From Energy Paradox to Energy Integration

  • For decades, the Northeast lived in an energy paradox: a region rich in oil and natural gas, yet lacking access to the clean fuels its resources powered elsewhere in India. 
  • Cities like Delhi switched to CNG taxis and Mumbai embraced PNG kitchens while the Northeast continued relying on firewood, coal, diesel, and LPG.

This changed with the commissioning of new pipelines and city gas networks—marking a turning point in the region’s energy history.

Pipeline Network That Reshaped Northeast India

1. Barauni–Guwahati Pipeline 

  • 718 km, ₹3,992 crore project
  • Connected Assam to the National Gas Grid for the first time
  • Enabled direct supply of CNG/PNG for domestic, commercial & industrial users.

2. PM Urja Ganga Project (JHBDPL)

  • 3,306 km, ₹12,940 crore, 97.6% completed (2025)
  • Launched from Varanasi in 2015
  • Transports 12.26 MMSCMD gas to fertiliser plants, industries & 32 city gas networks

3. Northeast Gas Grid (NGG)

Implemented by Indradhanush Gas Grid Limited (IGGL)—a JV of IOCL, ONGC, GAIL, OIL, NRL

  • 85.35% completed
  • Budget ₹9,265 crore (60% funded by Government of India)
  • Will connect all eight NE States

4. Historical Context: Refinery Movement in Assam

Assam’s hydrocarbon story is tied to the Oil Refinery Movement (1950s–60s), led by Student Unions and local leaders, demanding a refinery in the State rather than transporting crude outside.

  • Result: establishment of the Guwahati Refinery (1962) and later Numaligarh was established as a result of the  Assam Accord.
  • This laid the foundation for the modern energy ecosystem now being expanded through PNG/CNG networks.

City Gas Distribution: Transforming Households and Transport

Purba Bharati Gas Pvt. Ltd. (PBGPL)

  • JV of Assam Gas Company Ltd., OIL & GAIL Gas
  • In May 2025, PNG was inaugurated in Guwahati for 101 households
  • ₹2,600 crore investment, 765 km pipelines laid, 30,693 households registered
  • Expanding services to Baihata, Hajo, Sualkuchi & Rangiya

Assam Gas Company Limited (AGCL)

  • Established 1962
  • Serves 50,000+ households, manages 1,000 km steel & 30,000 km plastic pipelines, with 5.5 MMSCMD capacity.

Why Natural Gas Matters for the Northeast

Cleaner, cheaper and healthier fuel

  • CNG offers up to 33 km/kg, cutting taxi fleet expenses
  • PNG reduces cylinder dependency, storage issues, and ensures seamless supply
  • Reduces CO₂, SO₂, NOx emissions, improving public health
  • Reduces fire accidents, indoor pollution—especially important in rural Assam where 50% households still use firewood/coal (IIT Mandi study)

Boosts Industry and Investment

  • Enables cleaner manufacturing standards
  • Supports fertiliser plants, steel units, ceramics, food processing
  • Expands employment and industrialisation in the NE

Government Vision and Policy Push

Hydrocarbon Vision 2030 for Northeast India

Launched in 2016, aims to:

  • Double oil & gas production
  • Increase natural gas share in energy mix from 7% to 15%
  • Expand pipelines, CGDs, fuel retailing and LPG penetration

At Advantage Assam 2.0 (2025), the State reiterated its strengths:

  • Assam holds 12% of India’s natural gas reserves
  • Produces 50% of onshore natural gas
  • Target: increase production from 3.2 BCM to 6.3 BCM by 2030.

Future Pathways: Bio-CNG, Hydrogen & Bamboo-based Fuel

  • Bio-CNG from bamboo and organic waste
  • Government’s SATAT initiative aims for 5,000 CBG plants
  • Hydrogen blending for future-ready pipelines

Key Challenges Ahead

  • Low public awareness of CNG/PNG benefits
  • Price sensitivity among rural consumers
  • Last-mile connectivity in hilly terrain
  • Need for sustained behavioural change campaigns

The Northeast’s natural gas revolution marks a historic shift from resource-rich but infrastructure-poor to a fully connected, clean-energy-ready region. As pipelines link Assam to India’s energy backbone, the State is poised to become a major contributor to national energy security while transforming household welfare, industry, health, and regional development.

Assam’s next decade may well be defined by clean fuel, cleaner growth, and cleaner air.
