1. What is the News?

The government has officially extended the Jal Jeevan Mission (JJM) up to 2028

  • While the first phase was about building infrastructure (laying pipes), this new phase—often called JJM 2.0—focuses on making sure the water actually keeps flowing and the pipes are properly maintained.

2. Key New Rules for States (JJM 2.0)

To get further funding from the Centre, states must now follow strict new conditions:

  • Digital Mapping: States must digitally map their entire village water supply network. This acts as a digital proof to track if the water is genuinely reaching the last home.
  • Maintenance Policy: States must create a clear “Operation & Maintenance” policy. The local Gram Panchayats and Village Water Committees will take official charge of repairing and running these local water systems.
  • Focus on Quality: The mission is shifting focus from just counting “installed taps” to measuring the actual quality, quantity, and regularity of the water supplied.

The “UPSC Trap”

  • The Funding Trap: UPSC often tries to trick students by calling JJM a “Central Sector Scheme” (100% funded by the Centre). This is incorrect. JJM is a Centrally Sponsored Scheme
  • The financial burden is shared between the Centre and the States (usually 50:50 for general states, and 90:10 for Himalayan/North-Eastern states).
