1. The Context: A “Permanent” Temporary Fix
India’s school system is increasingly running on a “shadow workforce.” What began in the 1990s as a short-term solution to fill vacancies has become a permanent, cost-cutting fixture.

- The Paradox: In over 1.5 lakh schools, these temporary teachers make up at least half of the entire staff.
2. Regional Disparities: Who Relies Most?
The reliance on “Guest Teachers” or “Para-teachers” is not uniform. It is highest in states with difficult terrain or economic challenges.
- Top States: Mizoram (60.7%), Arunachal Pradesh, and Jharkhand rely most heavily on contract staff.
- Rural vs. Urban: Surprisingly, the problem is structural, not just geographic. Both rural (14.7%) and urban (15.4%) areas face similar shortages of permanent staff.
3. The Socio-Economic Cost: “Labor Market Dualism”
This situation creates two classes of workers doing the same job:
- Wage Gap: Contract teachers often earn one-fourth of a permanent teacher’s salary.
- Job Insecurity: Contracts are “rolled over” yearly to avoid giving permanent benefits (PF, Gratuity). Courts (like the Punjab & Haryana High Court) have recently ruled that the state cannot misuse “contractual” labels to deny rights to long-serving staff.
