The Union Cabinet has launched the Bharat Audyogik Vikas Yojna (BHAVYA).

The Mission: To build 100 world-class, ready-to-use industrial parks across India by 2032.

Land Rule: A state needs a minimum of 100 acres to build a park.

The Exception: To ensure fair growth, this rule is relaxed to just 25 acres for Hilly and North-Eastern states.

Financial Help: The Central government will pay states up to ₹1 crore per acre to build basic facilities (roads, power, drainage).

3. Why is this a Game-Changer?

The ‘Plug-and-Play’ Magic: Normally, factories waste years getting land and environment clearances. Here, the government pre-builds and pre-clears everything. Companies just “plug in” their factory and start producing from day one.

PM GatiShakti Integration: These parks won’t be isolated. They will be directly connected to major highways, railways, and ports to cut down India’s high transport costs.

Cooperative Federalism: Land belongs to the States, so the Centre and States will form joint teams to execute these projects together.

The “UPSC Trap”

The “SEZ” Trap: UPSC loves to trick students by saying BHAVYA parks are Special Economic Zones (SEZs). Incorrect. SEZs act like foreign territories meant almost entirely for exports and tax holidays. BHAVYA parks are meant to boost regular domestic manufacturing and local supply chains.

The “Ministry” Trap: Don’t assume this falls under the MSME or Heavy Industries ministries. It is managed by the NICDC under the Ministry of Commerce and Industry (DPIIT).
