Why in the News?

Assam has reported 71 human deaths and 41 elephant deaths till 2025 due to human–elephant conflict, prompting the State to release a new framework for long-term coexistence, signalling urgent ecological and social concerns.

Understanding Assam’s Human–Elephant Conflict

Assam is globally recognised for its rich forests, wildlife diversity, and deep cultural bonds with elephants, who are revered as symbols of harmony and wisdom. However, rising conflict shows this relationship is under unprecedented stress.

What is Human–Elephant Conflict?

It refers to negative interactions between humans and elephants resulting in loss of lives, crops, property, or habitat, arising from competition over shared spaces.

Why is the Conflict Rising?

1. Shrinking Elephant Habitats

  • Expansion of tea gardens, farms, towns, highways, railways, and industries
  • Fragmentation of traditional elephant corridors
  • Degradation of forest cover, forcing herds into villages

2. Stable Elephant Numbers but Reduced Space

  • Assam has a healthy elephant population, but their usable habitat has drastically decreased.

  • Encouraging women-led safety groups

4. Faster & Fair Compensation Mechanisms

  • Timely payout for crop loss, property damage, and human injury or death
  • Reduces resentment and encourages cooperation

5. Integrated Landscape Planning

  • Mapping vulnerable areas
  • Creating buffer zones
  • Strengthening habitats in adjoining landscapes like Laokhowa, Burhachapori, Majuli

Role of Communities, NGOs & Civil Society

Conflict mitigation requires partnership at all levels.
Examples include:

  • Community night shelters during harvest seasons
  • Use of honeybee fences and chilli smoke
  • Awareness on safe practices and early reporting

These initiatives show that coexistence is achievable when communities are empowered.

National-Level Support Needed

Since elephants migrate across states, India needs:

  • Regional corridor protection
  • Central funding for habitat restoration
  • Regulation of infrastructure in sensitive landscapes
  • Support under Project Elephant and Eco-Sensitive Zone frameworks
