  1. The Context: Why This Mission?

On February 24, 2026, the government updated the Export Promotion Mission (EPM). While big companies find it easy to sell abroad, our small businesses (MSMEs) often struggle. Currently, MSMEs contribute about 45% to India’s total exports, but they face high costs and confusing rules.

The goal is simple: to help a small manufacturer in a remote district sell their products to a customer in New York or London. By doing this, India aims to reach its ambitious target of $2 Trillion in exports by 2030.

2. The Mission: Districts as Global Hubs

The EPM is a “Mission-Mode” plan to turn India’s local talent into a global power. It focuses on three big shifts:

  • The “District Hub” Strategy: It links the One District One Product (ODOP) initiative to global markets. Instead of only big cities exporting, a small town’s unique craft (like Jaipur’s pottery or Bareilly’s Zardosi) now gets a global stage.
  • Economic Diplomacy: Indian Embassies abroad now act as “sales offices,” finding foreign buyers for Indian MSMEs and providing real-time market data.
  • The Digital Push: It aims to grow E-commerce exports from $2 billion to $200 billion by 2030 by simplifying shipping and “re-import” rules.

3. Two Pillars of the Mission: Money and Mentorship

To support a business owner, the mission works through two distinct paths:

  • Niryat Protsahan (Financial Help): This provides direct “money support.” It helps pay for expensive shipping (logistics), gives easier loans for trade, and covers the cost of getting international quality certificates.
  • Niryat Disha (Guidance Help): This is “handholding.” It provides training and information about foreign markets to first-time exporters so they don’t get lost in the complex world of global trade.

4. Key Support for Small Businesses

  • Quality Stamps: Foreign countries are very strict. The mission helps pay for “Global Quality Stamps” (like ISO or CE) so Indian products aren’t rejected at borders.
  • Warehousing Abroad: It helps Indian groups set up storage spaces in other countries to deliver orders faster—reducing delivery time from 30 days to 3 days.
  • E-Commerce Access: Small businesses are helped to list products on global websites, making it as easy to sell to London as it is to sell to Lucknow.

UPSC Value Box

Concept Simple Explanation
Logistics Goal Lowering logistics costs from 14% to 8% of GDP via the National Logistics Policy.
Global Value Chains Moving India from selling “raw materials” to being a key part of Global Brands.
Trade Policy Aligned with FTP 2023 (Foreign Trade Policy) to move from “Incentives” to “Remission.”
Economic Impact MSMEs provide employment to over 11 crore people; exports ensure job security.

Summary

The Export Promotion Mission is a plan to help India’s small businesses cross borders. By providing both money (Niryat Protsahan) and expert guidance (Niryat Disha), it ensures that a world-class product made in a small Indian village finds a place in a global showroom.

One Line Wrap: This mission turns the “local” talent of India into a “global” success story.

“The Export Promotion Mission (EPM) is essential for turning India’s MSMEs into global players.” Discuss how this mission addresses the challenges of first-time exporters. (10 Marks, 150 Words)
